Retirement Counselor 1 (Retirement Plan Specialist): Remote Work The Public Employees Retirement System is recruiting for one (1) Retirement Counselor 1 (Retirement Plan Specialist) position within the Operations Division, Data Services Section. This is a full-time, limited duration position expected to last through June 30, 2023, however it could end at any time. This is a remote working position. This position is currently pending budget approval to be extended through the 2023-2025 biennium. This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur. This position is represented by the Service Employees International Union (SEIU). We serve the people of Oregon by administering public employee benefit trusts to pay the right person, the right benefit, at the right time. Operations Division The Operations Division is responsible for providing accurate information and timely customer services to PERS members, including comprehensive retirement plan information and assistance, issue resolution; providing accurate information and timely services to PERS employers including employer education, reporting assistance, compliance, overdue data, and contribution collection and validation; intake and processing of all benefit applications and stand-alone forms before and after retirement; initiating benefit estimates and processing purchases; determining eligibility for withdrawal; approving and denying disability applications; determining beneficiaries for pre- and post retirement death benefits; reviewing court orders for compliance; calculating, maintaining, and ending all service retirement, disability, divorce, and death benefits for the PERS, OPSRP and IAP retirement programs. Retirement Counselor 1 (Retirement Plan Specialist) The Retirement Counselor 1 (Retirement Plan Specialist) reviews and analyzes member accounts to confirm they coincide with membership and eligibility standards and reconciles data as needed. This position processes member account adjustments in PERS proprietary system while adhering to agency policies, procedures, Oregon Administrative rule (OAR), Oregon Revised Statue (ORS) and federal law. This position answers complex or technical questions for PERS staff, communicates with employers regarding information on reported member account data and counsels as needed on PERS program eligibility. Minimum Qualifications One year of experience researching or reconciling accounts AND explaining rules, programs or procedures. OR One year of calculating payment amounts AND explaining rules, programs, or procedures. OR 12 quarter (8 semester) college level credit hours in Accounting, Finance or Business Administration. Candidates who are the most competitive will possess the following skills, background, and areas of experience: Can manage multiple tasks and demonstrates the cognitive and organizational ability to juggle numerous responsibilities at the same time. Demonstrates an ability to produce high volume production with accurate results Utilizes problem solving skills to analyze information, identify discrepancies in data and determine possible solutions. Demonstrates logical analysis and decision making that is supported by documentation and reasoning. Demonstrates an ability to learn, utilize and navigate technical computer systems and software programs. Initiates cooperation with peers to collaboratively apply critical thinking practices. Communicates clearly both verbally and in writing with team members, managers and external stakeholders.
