Program Description:

The Division of Epidemiology provides expert epidemiologic support to DOHMH programs and external organizations in order to improve monitoring and delivery of public health services is New York City. Division Management is committed to providing oversight, management, technical support and guidance for division programs and bureaus. Division Management promotes operational and administrative efficiencies within the division by supporting the bureaus and programs in several key areas including budget administration, grants and contracts management, office administration, personnel services and procurement of goods and services.

Summary of Position:

Provides advocacy, guidance and support for bureau and program leadership by ensuring they have adequate resources to accomplish goals and assisting in resolving issues involving operations, productivity and technical matters. 

Specifically, the Senior Technical Advisor will:

• Supervise new full-time Equity Coordinator in Office of the Deputy Commissioner, and provide guidance, vision and strategy for divisional racial equity efforts.
• Supervise HRTP interns and students supporting the Office of the Deputy Commissioner team.
• Oversee, manage and track implementation of FY22 goals for the Office of the Deputy Commissioner team.
• Manage implementation and tracking for the division's Equity Action Plan.
• Provide project management and strategic support to Deputy Commissioner and Equity Coordinator in efforts to secure lines and build racial equity unit within Office of the Deputy Commissioner.
• Serve as a Steering Committee member for Data for Equity, an agency-wide Race to Justice Workgroup focused on assessing and addressing data equity issues at DOHMH, and lead sub-committee and implementation of process to standardize gender-related data collection across agency.
• Provide strategic support for all division-wide priorities and initiatives, particularly focused on Epi division's contributions to COVID-19 response and preparing staff to return to office. This includes leading a division-wide Return to Work Workgroup and managing communications and deliverables from this workgroup, and elevating staff feedback and concerns to appropriate leadership channels.

Qualifications and Requirements:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of  physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of  physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization.
