Since January 2020, DOHMH has been fighting the COVID-19 pandemic- activities include but are not limited to: surveillance & epidemiological investigations; lab testing; engaging and providing guidance to healthcare partners; ensuring the safety & health of responders; providing timely and accurate information to the public; promoting the emotional health of New Yorkers and coordinating citywide COVID-19 vaccine administration. With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative to establish, expand, train, and sustain the public health workforce to support jurisdictional COVID-19 prevention, preparedness, response, and recovery initiatives over 2 years.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH.  This is a grant-funded position ending June 30, 2023.

Program Description:

The New York City Department of Health and Mental Hygiene's Division of Environmental Health works to prevent and control illness and injury related to environmental and occupational health risks through outreach, education, surveillance and enforcement. With staff of 1,000, the Division covers a broad range of subject matter, including oversight of environmental investigations, lead poisoning, injury prevention, occupational health, food safety, child care, radiation control, recreational and drinking water quality, air quality, climate health, vector control, veterinary public health and pest control.    

The Bureau of Environmental Surveillance and Policy (BESP) in the Division of Environmental Health at the New York City Department of Health and Mental Hygiene (DOHMH) works to inform and improve its mission to ground Health Department programs and policy in science and law to support a healthy and equitable natural, built, and occupational environment for all New Yorkers. We promote environmental health through legal and data-driven program support, using innovative methods to track environmental determinants of health with a focus on New Yorkers disproportionately impacted by environmental risk. We share data and research findings to encourage evidence-based decision-making, and partner with communities in community science and outreach to address stakeholder concerns and empower residents.  BESP provides crucial support for the Health Department’s COVID response and recovery work, offering informatics and analytical support, data communication expertise, and more.

Within BESP, the Data Portal team is an innovative, interdisciplinary team that develops and supports the Environment & Health Data Portal (https://a816-dohbesp.nyc.gov/IndicatorPublic/). One of the DOHMH’s marquee data communication platforms, the site communicates ways that environments affect health in NYC. The EH Data Portal Team makes data easier to access, understand, and use, publishing and explaining data with a commitment to information equity, accessibility, and user-centered design.  

Summary of Position:

DOHMH has an opening for a SQL Database Developer.  Reporting to the Director of Data Communication in the Bureau of Environmental Surveillance and Policy, the SQL Database Developer will support the Environment & Health Data Portal team as it develops and maintains the EH Data Portal and rebuilds its database and support the Health Department’s COVID response and recovery work, offering informatics and analytical support, data communication expertise, and more.

Specifically, the SQL Database Developer will:

  • Support our team as we rebuild and redesign our database.
  • Support major updates and upgrades to our public-facing website.
  • Work closely with the Data Portal Team.
  • Design and implement a new database structure.
  • Migrate data from the current database.
  • Rewrite views and stored procedures.
  • Develop data loading procedures.
  • Contribute to the bureau’s emergency response operations, including supporting the city’s COVID mitigation and recovery efforts, with work that may include data integration and management, analysis, and reporting.

Qualifications and Requirements:

  • A master's degree from an accredited college or university with a specialization in an appropriate field of computer science, public health, or related fields.
  • Previous experience working in related fields for at least two years.

Preferred Skills:

  • Expertise and extensive experience in relational database design and architecture.
  • Strong knowledge and experience with MS SQL Server.
  • Excellent SQL skills including capacity to evaluate and optimize query performance.
  • Attention to detail.
  • Strong communications skills and a proven ability to communicate well with team members across levels of expertise.
  • Ability to understand project needs and propose solutions.
  • Experience with Azure, front-end web development, Python, or R is a plus.

Additional Information:

  • This is a temporary grant-funded position ending June 30, 2023.
  • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
  • This individual will be expected to work non-business hours during emergencies.
