QinetiQ Inc. is seeking an experienced Technical IDIQ Manager to support several DoD R&D programs focused on advanced geospatial technology development. The selected candidate must have a strong technical background and understanding of Geospatial Intelligence (GEOINT) systems and be very experienced in managing advanced technology development programs for DOD customers.

Your Contribution to Our Mission:
Manage a large scale GEOINT technology IDIQ program, including overseeing the research, development, engineering, and integration of new and prototype systems.

Manages cost, schedule, performance, risk, and stakeholder expectations on assigned programs.

Acts as primary customer interface within customer programs; coordinates periodic meetings, provides required status reports, and ensures customer issues are addressed/resolved in a timely fashion and within contract parameters.

Manage all aspects of the program, including Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), Product Testing, Milestone Documentation Development, Audits, and any other applicable events.

Understand broader movements in the industry and develop strategic plans for generating business opportunities in the GEOINT/C5ISR development space.

Act as primary liaison with the customer on all aspects of program development and management, including scheduling and attending meetings, program reviews, providing status updates, and supporting the testing of new systems and technologies.

Leverage relationship with the customer to identify opportunities within customer programs and work with the team to grow the business on existing and new contracts.

To Land This Job, You Need:
Master’s degree in an engineering, technical or business-related field 18 years of professional experience, or a Bachelor’s degree 24 years professional experience.

Must have experience working within the US Army Corps of Engineers (USACE) at the Army Geospatial Center (AGC)

Experience managing large-scale ($40M annual) technology development programs in the DOD sector.

Strong understanding and knowledge of C5ISR systems and GEOINT system development.

Demonstrated domain and program experience in design, development, test, installation, and/or repair of complex electro-mechanical systems.

Experience managing cost, schedule, and risk across multiple programs.

Experience managing subcontractors from multiple sources to achieve a common goal.

Ability to prioritize tasks and manage diverse teams across multiple projects.

Detail oriented manager, capable of understanding and communicating highly technical and complex topics to customers, senior leadership, and engineers.

Strong customer management skills - must be capable of managing a customer to assure the customer’s needs are met without incurring scope growth.

Ability to perform scope/requirements analysis – must be capable of working with a customer to translate the customer’s wants and needs to top level scope and requirements.

Scheduling - Hands on experience creating and maintaining integrated master schedules in MS Project.

Estimating – must be capable of working with subject matter experts to develop estimates for duration and cost.

Familiarity with DOD/MIL standards and the military equipment acquisition and qualification process.

Excellent computer skills with a strong proficiency in Microsoft Office (Teams/Sharepoint, Word, Excel, PowerPoint, Outlook), Microsoft Project, knowledge of Deltek CostPoint or similar MRP/ERP software systems, Jira, and Windchill.

Must be able to readily adapt to changing priorities in a fast-paced, dynamic environment.

Strong self-starter requiring minimal supervision.

PMP certification desired.
