The Oregon Racing Commission (ORC) regulates all aspects of the pari-mutuel industry and protects the licensees, the racing animal athletes, the public and the state. The ORC encourages and supports members of the industry in promoting live handle growth and enhancing live racing by attracting businesses to Oregon that are involved in technological advancements. This includes live race meets conducted at horse and greyhound tracks, off-track sites and multi-jurisdictional simulcasting and interactive wagering totalizator hubs who conduct business online through a closed-loop subscriber system. The agency has approximately 3,700 active licensees. The account wagering hub unit administers the regulation of businesses (hubs) that, through a qualified subscriber based service, conduct pari-mutuel wagering on races that they simulcast and other races that they carry in their respective wagering menus. In addition, this position administers and regulates account wagering which is an integral part of the successful operation of the hub system. Account wagering is a form of pari-mutuel wagering in which an individual deposits money into an account with a hub licensee and uses the funds available in that account to pay for pari-mutuel wagering conducted by the hub. Accounts can be established by individuals who are residents of the state of Oregon as well as individuals whose principal residence is outside the state of Oregon, including residents of foreign jurisdictions, as long as they comply with the account wagering rules. The ORC is seeking a Supervisor of Account Wagering Hubs to administer and regulate all phases of operation of the account wagering and multi-jurisdictional Simulcasting and interactive wagering totalizator hubs that are licensed to conduct business in the state of Oregon. This position also serves as the Tribal Liaison for the Oregon Racing Commission. This position is eligible for remote work with occasional in-office presence. Minimum Qualifications Required: Five years of experience in supervision or professional-level work related to program management, relationship management, or interpreting rules and statutes. One year of this experience must have included supervision and management of a program, section, or unit which included one or more of the following areas: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, or d) budget preparation. NOTE: A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as Business or Public Administration, or a field related to the program of the employing agency, may be substituted for three years of the required experience, but will not substitute for the one year of specialized experience.
