Radiology Associates of Albuquerque, PA is seeking an IT Director to manage and oversee all information technology systems (PACS, RIS, PenRad, etc.) and networks across multiple locations. The IT Director will manage and provide support to the radiology systems across the scope of the organization. The IT Director will be responsible for day-to-day management and support of dedicated IT staff and will work as a liaison between IT and other business entities/partners. The IT Director will oversee all Radiology IT related projects and IT system implementations and must have a full understanding of all associated technical documentation and associated requirements related to the scope of work for each project/implementation. The IT Director is expected to pre-plan and manage all IT related projects and will need to coordinate these projects with outside business partners and vendors. The IT Director will offer ongoing support to the IT staff as well as to other departments and will provide staff and Radiologist training programs to meet the needs of radiological & medical imaging services for the organization. The IT Director is expected to be well versed in HIPAA privacy and security compliance and requirements as well as cyber security directives and measures specific to healthcare and the medical imaging space.

Duties and Responsibilities:

  • Supports the day-to-day operation of all current Radiology Information System and applications, including but not limited to the picture archiving and communication system (Change Healthcare PACS), the radiology information systems (MedInformatix and GE RIS) or EHR (EPIC), PowerScribe360 (VR) and other advanced radiology and/or imaging applications/systems such as PenRad and Artificial Intelligence (AI) algorithms implemented with 3rd party vendors.
  • Coordinates with Radiology Administration and HIT users and stakeholders to assess departmental needs in order to design, build and effectively test out solutions prior to implementation that are meant to improve the clinical workflow or other operational requirements.
  • Provides management and supervision of IT staff and all IT related projects.
  • Understands technical documentation related to systems and networks and prioritizes testing and project planning to ensure successful go-lives or implementations.
  • Reviews release notes and associated documentation, end-user guides, and training programs/materials and disseminates the information to others ongoing.
  • Maintains software documentation and dictionary tables and definitions for applications.
  • Ensures all systems/applications are kept up to date ongoing as vendor updates and/or patches are released.
  • Proactively communicate the status of key activities, risks, and issues to the COO and RAA Board as needed.
  • Effectively responds to user requests or issues and troubleshoots system trends; implements corrective actions when needed.
  • Tracks and proactively communicates systems and software problems or issues with internal/external IT support teams and/or vendors.
  • Coordinates new DICOM modality connections and analyzes HL7 interface transactions to validate data and workflow.
  • Understands integration design amongst multi-platform systems.
  • Helps develop & implement best practices and policies/standards in radiology and as it relates to imaging processes.
  • Able to guide distinct or separate radiology systems integration into a single platform that is tightly integrated with multiple EHRs in use (EPIC, GE RIS, MedInformatix RIS, etc.).
  • Researches and proposes industry best practices; collects and analyzes data and information in order to draw appropriate conclusions and make appropriate recommendations.
  • Presents information or results in a written format (presentations or reports) or through oral presentations using visual aids.
  • Participates in budget related activities and facilitates the development of the IT budget; effectively monitors the IT budget once approved.
  • Compiles data, monitors expenses, responds to inquiries, and provides documentation to explain budget variances.
  • Provides justification/rationale for recommendations made as it relates to IT enhancements or improvements, HIPAA security and privacy compliance, and cyber security/CISA initiatives.
  • Monitors system statuses, identifies trends, and prepares reports on quality measures, performance and/or productivity metrics based on department goals and objectives as required.
  • Coordinates and conducts activities related to identifying and managing project risks (i.e., compliance activities, testing and related documentation, information security awareness, adherence, risk management processes, system downtimes, and business continuity).
  • Leads and completes ad-hoc projects and/or assignments as required.
  • Actively participates with application/system upgrades and new testing scripts; conducts testing and works with vendors and/or IT staff and other end users on newly added (or modified) functionality to support the upgrade's migration from TEST into PROD.
  • Participates with other application or software upgrades, patch installations, and infrastructure changes that impact the radiology environment and imaging systems including project coordination, conducting all required testing, and supporting the move to full implementation.
  • Coordinates user groups and project teams and convenes conference calls and/or Zoom meetings as needed; effectively maintains meeting minutes and follow-up information for ongoing review and reference.
  • Creates management tools within applications/systems; provides reports, graphs, pivot tables, charts or other information that will assist Board decision making.
  • Supports the creation and development of new interfaces with external systems, including ongoing review of data integrity within existing clinical and/or financial system interfaces.
  • Troubleshoots system and application problems, including hardware and software issues and works with vendors/support services as needed until full resolution is achieved.
  • Provides ongoing communication to end users, Administration, the Board and/or vendors to ensure support for initiatives and projects.
  • Participates with on-call/off-hours support for after-hours issues and support needs.
  • Performs other duties as assigned/required.

Minimum Qualifications:

  • Baccalaureate degree from an accredited college or university in Computer Science, Mathematics, Business Administration, Statistics, or a related discipline is required. Master's degree from an accredited college or university in related discipline is preferred.
  • Minimum of ten (10) years of experience in systems analysis and design of information systems, five (5) years of which must have been in a managerial capacity.
  • Minimum of ten (10) years diagnostic, medical imaging experience, including experience with Radiology specific applications, systems, equipment, and support for multiple radiology integrations with electronic medical record system(s).
  • Experience in clinical system implementations and a working knowledge of radiology processes, procedures, and workflows.
  • Good grammatical, written, and verbal communication skills.
  • Experience with the Microsoft Office 365 Suite.
  • Ability to work independently and as part of a fast moving team.
  • Excellent organizational skills and detail-oriented methodology.
  • Excellent analytical and critical thinking skills and abilities.
  • Strong customer service orientation, particularly when it comes to working with remote locations and offsite physicians or staff.
  • Adaptive personality with exceptional follow-through.

  • Ability to effectively prioritize and execute tasks in a high-pressure environment.
  • Project management experience, including working with cross-functional teams is a necessity.
  • Previous experience with Change Healthcare PACS, GE and MedInformatix RIS, EPIC, PowerScribe 360, Corepoint, PenRad and other Radiology imaging applications/systems/equipment is required.
  • Firm knowledge base with HIPAA Privacy and Security compliance requirements, Risk Assessments, Internal and External Penetration Testing, CISA and related recommendations for healthcare and specific to Radiology and the medical imaging space.
  • Strong knowledge base as it relates to industry standards, DICOM, XDS, HL7 and others; Vendor Neutral Archive (VNA) experience desired.
  • Experience with system architecture design and clinical system workflow and development required.
  • Strong technical, software and infrastructure experience required.
