Performs and coordinates activities of workers engaged in on site rail car moving, which may also include track maintenance, rail car repair, rail car washing and loading service, and in-plant trucking. Also responsible for overseeing Site Leaders at approximately five sites (or more as approved by management) to determine that all work is done in a safe and timely manner.II.ESSENTIAL DUTIES AND RESPONSIBILITIES
- Work with Site Leaders to help them successfully manage their operations.
- Maintain a safe working environment by making sure all employees and Site Leaders understand and follow all safety rules.
- Train employees and Site Leaders on Railserve policies, procedures, and operations.
- Identifies and develops employees to move into leadership roles as Site Leaders, Assistant Site Leaders, and Crew Leaders.
- Motivates and maintains a high level of morale among employees.
- Maintains a positive relationship with the customer by providing a high level of service and by meeting goals set by the customer and Railserve.
- Meet regularly with the customer to ensure that all aspects of the contract are met.
- Communicate with customer representatives to evaluate crew's performance and customer's needs.
- Escalate operational issues and customer concerns to Regional Leader as needed.
- Packages, validates, and distributes KPI package to the respective client.
- Maintains a thorough knowledge of operating procedures, safety rules, locomotive operations, and switching operations.
- Perform on site audits and evaluations of operation to ensure compliance with safety and operating rules and procedures.
- Investigate near misses and safety incidents at assigned sites; review and provide feedback on surveillance and GPS footage.
- Attend and lead monthly safety meetings with assigned Site Leaders.
- Ensures that payroll, fuel costs, locomotive costs, and other costs are managed effectively at assigned sites. Ensure the Purchase Order system is properly maintained. Develop and follow preventive maintenance program for all equipment with the assistance of the mechanical department.
- Sets up work schedules so that each crew has the right mix of experience with the right people working in the right positions.
- Provide leadership support at assigned sites during manpower shortages.
- Performs administrative duties including time keeping, hourly evaluation forms, filing reports required by the customer and the company (e.g. car counts, on time spots, month end reports, supervisory investigation reports, accident derailment reports).
- Conducts quarterly and annual Site Leader performance reviews.
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
- Lead and participate in BBI interviews at assigned sites, hire, and train employees; plan, assign, and direct work; appraise performance; reward and discipline employees; address complaints and resolve problems.
- Other duties as assigned.

A.Education and/or Experience
- High School Diploma (or equivalent) required
- 1-3 years of experience successfully running a Railserve site (per KPI standards)
- Military experience helpful
B.Knowledge/Skills/Abilities
- Must be extremely dependable and punctual in attendance; must have reliable transportation to work every day.
- Good communication skills; Must be comfortable engaging in a variety of different communicative modes (verbal, non-verbal, and written) and being attuned to others through strong active listening skills.
- Ability to assess multiple tasks and develop a plan to complete them in a timely manner.
- Must have the ability to work well with others as part of a team.
- Must be comfortable making independent judgment and decisions with regard to complex problems.

This incumbent regularly works in an outdoor environment, in various weather conditions.
