Compensation: Salary commensurate with education and experience.  


Description: The Director of Finance position is responsible for the accounting operations of the Rappahannock Tribe, to include the production of scheduled financial reports, maintenance of an adequate system of accounting records, and developing a comprehensive set of internal controls and budgets designed to mitigate risk, enhance the accuracy of the company’s reported financial results, and ensure that reported results are in compliance with OMB Title 2 , CFR Part 200, Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards. 


Location and Working Conditions: Will be expected to work on site in the office M-F, from 9-5. Will be able to travel as needed to government trainings, conferences, meetings and other subsidiaries for monitoring purposes. Periodic weekend or evening work is expected.


Responsibilities: 

  • Management
  1. Develops, maintains, and enforces a documented system of accounting policies and procedures.
  2. Manages outsourced functions and contracts approved by Council.
  3. Oversee the operations of the accounting department, including the design of an organizational structure adequate for achieving the department’s goals and objectives.
  4. Oversee the accounting operations of subsidiary corporations, especially their control systems, transaction-processing operations, and to ensure the sub-awards comply with our policies and procedures.
  5. Responsible for developing cash management and risk management policies and strategies.
  6. Supervision of Accounting Staff.
  7. Other duties as assigned by the Administrator, Chief or Council.


  • Transactions
  1. Ensure that accounts payable are paid in a timely manner.
  2. Ensure that accounts receivable are collected promptly.
  3. Process payroll in a timely manner.
  4. Ensure that monthly bank and government fund accounts are reconciled monthly.
  5. Ensure that required debt payments are made on a timely basis.
  6. Maintain the chart of accounts and determine which account and fund the transaction applies to.
  7. Maintain an orderly accounting filing system.
  8. Maintain a system of controls over all accounting transactions.


  • Reporting
  1. Issue complete financial statements to the Council monthly.
  2. Development of the quarterly, annual and audit reports.
  3. Recommend benchmarks against which to measure the performance of operations.
  4. Calculate and issue financial operating metrics and adequate cost rates.
  5. Manage the production of the annual budget and forecasts.
  6. Calculate variances from the budget and report significant issues to management.
  7. Provide for a system of management for Fund Accounting, cost reports, calculating direct and indirect cost rates.
  8. Provide financial analyses as needed in particular for capital investments, pricing decisions, and BIA contract negotiations.


  • Compliance
  1. Coordinate the provision of information to external auditors for the annual audit.
  2. Monitor debt levels and compliance with debt covenants.
  3. Comply with state, and federal government reporting requirements and tax filings.
  4. Ensures that all accounting policies and procedures comply with OMB Title 2, CFR Part 200, Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards.


Desired Qualifications:  The candidate should have a bachelor’s degree in accounting or business administration, or equivalent business experience and 7-10 years of progressively responsible experience in an executive position performing Government Fund Accounting for a government agency or a non-profit organization administering government funds. Preference will be given to candidates who are Certified Public Accountants/MBA in business with a working knowledge of governmental accounting policies and procedures.
