Job Summary:
Naval Radars is seeking a highly motivated Senior Program Manager to lead the AN/SPY-6 Integration & Production Support (I&PS) Program. This position is responsible for leading the engineering support of the SPY-6 Family of Radars (FoR), which includes AMDR and Enterprise Air Surveillance radar (EASR). The person selected for this role will be responsible for all aspects of I&PS, to include land & ship-based testing; infrastructure integration; baseline-10 and baseline-12 radar & combat system integration; engineering design activities; SPY-6 for obsolescence management; and software & hardware production support. The I&PS Program Manager will provide a seamless transition of Engineering, Manufacturing and Development (EMD) activities, working in conjunction with the Low Rate Initial Production (LRIP) effort and Hardware Production & Sustainment programs.
The leader has full accountability and authority for leading and managing the assigned program. This includes setting program strategy, vision and tactical direction for program execution, meeting contractual commitments and company expectations. They will be responsible for continued I&PS risk reduction and support of all delivered platforms throughout deployment and operation of the radars across multiple ship platforms and various government test sites. The I&PS Program Manager will oversee 1 direct report, several matrix program leads, over 400 cross-functional employees and is the primary contact for internal and external customers, vendors and partners. This role is hybrid with main location located in Marlborough, MA.
Responsibilities to Anticipate:
- I&PS responsibilities, such as: radar design integrity/systems integration, engineering design activities, obsolescence management, software updates and maintenance, combat system and shipboard integration, support to LRIP installation at land-based facilities and ships, waterfront testing, land-based and at sea events, special test support and post-event studies.
- Acts as primary customer contact on status and performance and anticipates and fulfills customer needs, in accordance with the contract, to ensure their satisfaction and continued business.
- Develop regular cadence of meetings with the Navy Customer and present program updates, milestones, risks and opportunities.
- Supports requested Program and Corporate Program Management Excellence reviews and drives all required actions to closure.
- Provide leadership to large multi-functional teams and key partners with the ability to balance and direct multiple priorities for the successful execution of all AN/SPY-6 contracts.
- Evaluate situations and confidently make key decisions quickly, based on available data while assessing risk positions.
- Leverage the NRS sustainment and field support infrastructure during the transition from development to operational deployment.
- Monitor adherence to budgets, meet company financials and objectives including AOP bookings.
- Establishes and maintains key program metrics, defines program milestones/critical path/tactical direction and monitor adherence to program budgets and schedules ensuring program meets customer’s needs, schedule and financials as defined within the contract.
- Establishes an executable baseline schedule; negotiating and executing change requirements.
- Identifies, actively manages and escalates the program risks and opportunities, in accordance with specific financial goals and obligations.
- Support the SPY-6 FoR Senior Program Director in the development of the program Annual Operating Plan (AOP) and long-term financial outlook and commits the program to specific financial goals and obligations in accordance with the program Annual Operating Plan (AOP)
- Develop and present to senior management within Naval Radar Systems and Naval Power executive leadership at programmatic reviews.
- Leverage all available resources to execute to contract.
- Influence others outside of own job area and senior leadership.
- Act as empowered authority to accomplish program objectives.
- Develop and negotiate contract proposals as required.
- Ability to travel domestically, about 25% of the time
Qualifications You Must Have:
- Typically requires Bachelor’s degree and 12 years of relevant experience, OR an Advanced Degree and 10 years of relevant experience is required
- Program Management, Integrated Product Team Lead (IPTL), Program Integrator, or Project Leadership experience within the defense industry
- Experience with military customer interface or experience in the Defense Industry
- Experience in building, retaining, and leading high-performing multi-cultural diverse cross-functional teams
- Experience managing and overseeing program management tools such as Risk and Opportunity Management, Cost and Schedule Management, and Earned Value Management
- Experience leading a geographically diverse team
- An active and in-scope Secret US security clearance
Qualifications We Value:
- Program Management Certification Level 3 (or equivalent) or ability to obtain within a year
- Experience proposing and executing contract work and deliverables under a task order contract structure
- Experience with the full life-cycle of a program: Design/Development, Transition to Production, Production, Delivery System Integration, Verification & Validation (IV&V), Deployment, Support & Sustainment
- Demonstrated knowledge of International Traffic And Arms (ITAR) regulations, Export Import (EXIM) and licensing requirements
- Proposal capture experience to gain future design agent
- Master’s Degree from an accredited university
- Prior experience leading engineering services programs
- Prior Program Management experience managing complex software development efforts
- Experience in staffing contracts or task orders to assure staffing lines up with funding and customer
- Demonstrated experience in leading a program over $50 million in annual sales
- Experience executing tasks and communicating with customer on a weekly basis to assure no surprises and to meet agreed upon milestones
- Exceptional communication, writing and presentation skills with experience presenting to internal Raytheon leadership, customers, partners, and/or subcontractors
- Strong interpersonal skills with the ability to influence
- Experience working with the Navy customer
- Knowledge of Defense Acquisition Management
