RT&T, a joint venture of InDyne, Inc. and Amentum Services, Inc. is the prime contractor to support the Atlantic Range Technical Support Services (ARTSS) for the Naval Air Warfare Center Aircraft Division (NAWCAD) headquartered in Patuxent River, MD, and with locations in Maryland, Virginia, and California.

ARTSS supports Atlantic Test Ranges (ATR) and Atlantic Targets and Marine Operations (ATMO) in research and development, engineering, maintenance, operation, support of facilities, systems, and equipment in order to meet the engineering development and operational testing and fleet training missions for some of the world’s premier systems. Our work with the U.S. Navy keeps the warfighter safe by testing systems before they are used in combat, and we are hiring personnel to support this important mission.

Background Information:  This full-time, onsite position supports the third-generation development of the Advanced Dynamic Aircraft Measurement Systems (ADAMS) with the Radar Cross Section (RCS) and Electronic Warfare (EW) teams of Range Instrumentation Division (RID’s) Aircraft Signature & Avionics Measurement (ASAM) Branch onsite at the Atlantic Test Range (ATR) in Patuxent River, Maryland.  The RCS Measurement Facility at ATR conducts ground-to-air RCS, jammer-to-signal ratio, and chaff measurements relative to aircraft, helicopters, Unmanned Aerial Systems (USA), and towed targets and decoys.  The integrated facilities provide telemetry, tracking data, range control, airborne instrumentation, and RCS data acquisition – all in a centralized workstation that allows analysis and display of the ground-to-air RCS measurements in real-time. 

Duties Include:

• Develops custom software on Windows and Red Hat Linux using Qt as the development environment
• Develops software solutions by studying information needs, conferring with users, studying systems flow, data usage, and work processes, investigating problem areas, following the software development lifecycle
• Employs disciplined systems engineering practices to determine operational feasibility by defining requirements and problems, analyzing and evaluating potential solutions, proposing and developing approved solutions
• Documents and demonstrates needs and solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments, and clear code
• Prepares and installs solutions by determining and designing system specifications, standards, and programming
• Improves operations by conducting system analysis, recommending changes in policies and procedures as warranted
• Identifies and recommends relevant software and tools by obtaining required information from vendors and testing and approving products
• Updates job knowledge by studying state-of-the-art development tools, programming techniques, and computing environments and equipment; participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations
• Adheres to rigorous safety protocols and Department of Defense (DoD) security practices
• Provides information to team members by collecting, analyzing, and summarizing development and service issues
• Some travel and overtime may be required

Knowledge, Skills, and Abilities (KSA):

• Candidates must have demonstrated capable ability in C programming
• Candidates must be able to work independently to complete tasking and work may be reviewed by journeyman and senior software engineers
• Effective communication skills are needed to ensure interfaces and requirements are understood across the ASAM Branch Teams and end-users and to work within a team environment
• Ability to analyze information and requirements
• General programming skills, including programming in Qt and Python
• Fundamentals of software design, development, debugging, documentation, and testing
• Problem-solving skills
• Knowledge of Red Hat Linux, Windows, Network protocols, Digital Signal Processing (DSP) techniques, MQTT, Google Protocol Buffers
• Knowledge, Skills, and Abilities of Software Team leadership/project management
• Experience in MySQL and MatLab highly desired
• Should be familiar with DoD security policies and practices
• Must possess a valid driver’s license
• Selected candidate will be required to pass Drug Screening for employment

Education, Certifications, and Experience Requirements:

• Bachelor’s Degree in Computer Science, Computer or Software Engineering, Computer Science, Mathematics, or Physics from an accredited college or university

Security Clearance(required):

• Ability to obtain and maintain a United States Department of Defense (DoD) issued Top Secret (TS) Security Clearance throughout employment

Work Conditions:
Conditions will vary.   Most work is performed in enclosed building, but some outside work may be required.  Work will include sitting, standing, walking, lifting and reaching.
