ESSENTIAL FUNCTIONS: The IT Procurement Specialist must have, or quickly learn, procurement procedures mandated by AFMAN 17-1203, NETCENTS/2GIT, and additional Government IT regulations for the Department of Defense to include Cybersecurity regulations (DoD 8500.1M). The incumbent will also be required to work with DoD enterprise agreements to add or delete required material. He or she will be responsible for communicating procurement process changes through the company chain of command to ensure users are kept up to date on procurement rules and requirements.
EDUCATION/EXPERIENCE REQUIREMENTS: Associates or Bachelor’s Degree in business related field desired but not required. Minimum of two years of purchasing or related experience are required. IT purchasing experience is desirable. Familiarity with FAR is highly desired. Costpoint experience is desirable. Excellent organizational and communications skills are required (verbal and written).
GENERAL DUTIES: Must be proficient in identifying IT systems specifications and objective; researching available sources capable of meeting those requirements; issuing solicitations; obtaining and evaluating price quotes; selection of the best value vendor and awarding IT equipment purchase orders under the micro-purchase threshold. Must be able to evaluate documents containing technical information related to system changes. Supports the development and continual improvement of purchasing policies and procedures consistent with the contract, Federal Acquisition Regulation (FAR) and internal company policies. Must be able to use independent judgement to make purchasing decisions. The incumbent will be required to define requirements as well as to advise management on proper procurement processes, delivery time expectations and limitations on IT equipment purchases.
OTHER DUTIES: Additional duties may be assigned to support contract/mission support requirements in job-related areas.
OTHER REQUIREMENTS: This position requires a National Agency Check with Investigation (NACI). Supports E-OMS operational objectives. All selected candidates must undergo and successfully pass a background investigation and drug test as a condition of placement into this position. Observes company Quality, Safety, Environmental, Security and Administrative policies; supports Process Improvement.
WORK ENVIRONMENT: Duties are normally performed in an office environment.
PHYSICAL DEMANDS: This position will be subject to substantial movements (motions) of the wrists, hands, and/or fingers. Must be able to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; and requires very little lifting or moving of heavy objects or materials and require very little lifting or moving of heavy objects or materials. May require sitting for long periods of time.
