ESSENTIAL FUNCTIONS: The Project Accountant is the liaison between Finance, Contracts and Operational personnel to establish projects, assist with billing setups to internal and external customers, revenue recognition, project budget input, directive modifications, project closeouts and margin analysis. Subject matter expert for Costpoint project, billings, revenue setup to assist operations with day-to-day questions/concerns. Must have government contract accounting experience.
The Project Accountant will also assist Accounting and Finance management with various special projects as needed and directed. This position requires an experienced accounting and finance professional capable of performing duties with little or no supervision. Will consider remote worker however, preference will given to local candidates residing in the Eglin Air Force Base local area.

EDUCATION/EXPERIENCE REQUIREMENTS: Position requires a Bachelor’s degree in Accounting or Finance (or closely related field) and a minimum of 5 years’ recent experience in a Government contracting environment with increasing responsibility. An equivalent combination of education and/or 8 years’ project accounting experience will be considered in lieu of education. Advanced knowledge of Costpoint, Cognos reporting, and Microsoft suite of products is required. Expert understanding of FAR, DFARS, GAAP, CAS, and DCAA audit standards is required. Must have experience with contract closeouts and unbilled receivables and familiarity with indirect costs pools and allocations. Applicants must have demonstrated analytical proficiency and possess the ability to understand and correlate complex business issues into simple cause and effect explanations. Must have excellent formal and informal written and oral communication skills.
GENERAL DUTIES: The Staff Accountant works under limited supervision and reports to the Finance and Accounting Manager. General duties include:
- Work with Contract team members to ensure Costpoint project setup accurately produces job cost reports, invoicing, project budgets, and revenue recognition
- Ensure all project setup and maintenance functions comply with organizational standards and internal controls.
- Post daily project activity for directive/task modifications
- Research and resolve variance and/or misclassified cost postings
- Support contract and subcontract management; financial reporting; contract budget, analysis, and forecasting for different funding sources
- Coordinate the monthly closing with accounting team ensuring correct results with minimal adjustments; Generate general ledger entries; Prepare monthly financial reporting and balance sheet reconciliations (inventory); Provide information for weekly flash reports (when established); Prepare additional analysis as required to explain and summarize financial activity
- Monthly, compare actual project expenses against contract terms and conditions and the Federal
Acquisition Regulations (FARs) for accuracy (POP, funding, billing rates, labor categories, unallowable
expenses). Identify errors and issues (incorrect project set ups, misclassified expenses) and
assist with corrections.
- Compile program reports as requested for budgets, forecasts, financial presentations, and other
materials to support the customer and Program Managers.
- Assist with verifying completeness of documentation, terms, and conditions for subcontracts and
procurements, including sufficient funding.
- Assist with establishing, monitoring, and enforcement of inventory control procedures including
compliance.
- Perform cost analysis of proposed projects, as necessary.
- Provide input on budget realignments.
- Prepare monthly accruals for subcontractors, labor, fringe, and CAP
- Works with F&A Manager to recognize monthly revenue ensuring appropriate recognition in
accordance with GAAP and contract guidelines
- Report margin analysis of projects to ensure costs are accurately and appropriately recorded
- Timely completion of Project closeouts.
- Backup to Billing Specialist
- Integral piece of the audit preparation and support
- Make enhancements to financial systems as business needs change to support our internal customers.
Provide support as required for system implementations and upgrades.
- Special projects or other duties as assigned
OTHER DUTIES: May be required to perform housekeeping duties to assigned work areas.
OTHER REQUIREMENTS: This position requires successful completion of a National Agency Check, with Investigation (NACI) and may require a Secret security clearance. Candidates must submit to a NACI and must be eligible to obtain and maintain a security clearance if required. All selected candidates must undergo and successfully pass a background investigation and drug test as a condition of placement into this position. Employee may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or emergencies. Supports E-OMS operational objectives. Observes company Quality, Safety, Environmental, Security and Administrative policies; supports Process Improvement.
WORK ENVIRONMENT: Work activities are normally performed in an environmentally controlled area.
PHYSICAL DEMANDS: This position will be subject to substantial movements (motions) of the wrists,
hands, and/or fingers. Must be able to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; and requires very little lifting or moving of heavy objects or materials and require very little lifting or moving of heavy objects or materials. May require sitting for long periods of time.
