Economic Systems Inc. (EconSys) is seeking to fill a position for a masters or PhD-Level Social Science
Research Methodologist, with emphasis on evaluation design, statistics, and measurement to serve in a
leadership role for the company’s workforce analytics practice. This individual is expected to have
Project Management Experience, As Well As Technical Skills.
The position requires quantitative and qualitative analyses on workforce management, employee
engagement, and program evaluation projects. The work involves analysis of extant workforce records
and Census data, designing and conducting surveys, integration of statistical findings with qualitative
data and contributing to recommendations that address an agency’s policy issues or management of its
workforce or program.
The position produces the statistical foundation for implementing cloud-based workforce analytics
software applications to effectively deliver analytical results in areas such as diversity and inclusion,
employee engagement, and workforce planning. The position requires working with our software and
data engineers to design and implement cloud-based applications. The position also involves application
of program evaluation models and knowledge of experimental and quasi-experimental design.
The candidate will prepare capabilities statements and proposals with support from others in response
to Requests for Information (RFIs) and Requests for Quotation (RFQs). The candidate will build ongoing
relationships with clients to engage and retain them and identify new opportunities with the existing
client base. Compensation is positively aligned with leadership, people skills, technical skills, and
contribution to company growth.

Position Requirements
- Candidates must be able to design and conduct evaluations of Federal programs and design and conduct analyses of Federal workforce topics.
- Track record in Federal consulting and a reputation for quality performance.
- Research experience in workforce analytics and/or Federal assistance programs is a plus.
- Knowledge of survey research, statistical analysis of primary and secondary data, and the ability to integrate qualitative and quantitative data.
- Strong writing and communication skills are essential.
- Conceptualize research designs based on program goals and objectives.
- Give written and oral discussions of research methods and findings to a wide audience, including other evaluators and researchers, program administrators, stakeholders, and in some cases the general public.
- Inclusive interpersonal skills and be able to work effectively in a multidisciplinary team environment including staff with backgrounds in economics, public policy, educational research methods, statistics, and industrial engineering.
- Perform project work within budget allocations and schedule constraints.
