Position Summary: Under general supervision of the Natural Resources Planner, the incumbent develops and maintains a Geographic Information System (GIS). Assesses internal staff and program needs and requirements, and performs GIS analyses and mapping services. Designs GIS projects, applications, and database structures. Creates, maintains, manages, analyzes, and disseminates spatial data and drawings for RSIC’s planning and program needs.
Duties:
· Analyzes staff needs and operational requirements with regard to geographic information management and drafting services.
· Meets with staff to guide and implement standards for mapping, resource database design, applications programming, and associated field methods in support of GIS development.
· In coordination with the IT Dept., develops, maintains, and manages RSIC Planning GIS computer software and hardware; provides limited system administration including the development of operating policies and procedures; and, installs, configures, and maintains all types of GIS computer software and operating systems.
· Performs planning related analysis (statistical and graphical) of digital databases in support of RSIC activities including query, interpretation, and preparation of tabular reports and map production.
· Performs drafting and mapping using manual or computer-aided methods; prepares layouts, plans and other designs for various planning projects working from instructions and notes; prepares graphic displays, graphic organizational charts, and similar materials.
· Prepares and maintains master files of drawings and maps.
· Provides technical support to planning staff by conducting field and office studies and analyzing collected data.
· Researches and prepares maps and displays to support reports and presentations prepared by planning staff including information related to land use, environment, open space, infrastructure, transportation, and jurisdiction.
· As directed by Planning Director, provides GIS information and services to RSIC programs, departments and staff.
· Maintains accurate records; prepares correspondence and various technical, statistical, or narrative reports.
· Provides training, and work or project direction to less experienced staff.
· Performs other related duties as assigned.
Minimum Qualifications:
· Graduation from a four-year college or university with a Bachelor’s Degree in geography, information systems, civil engineering, or closely related fields. Or two years’ experience in operating, maintaining, and implementing GIS systems or any combination of training, education, and experience that would provide the required knowledge and abilities.
· Knowledge of relational database concepts and design, structured query language (SQL) and database management systems.
· Can effectively demonstrate the understanding of:
A. surveying and mapping;
B. methods, techniques, tools, and instruments used in map making;
C. basic methods and equipment used for data acquisition with Global Positioning Systems;
D. principles and techniques required to convert manually-created maps and drawings into GIS format;
E. desktop or workstation-based GIS operations, principles, and terminology;
F. effectively use GIS programs and equipment;
G. reading and interpreting blueprints, subdivision maps, and assessor parcel maps; and
H. concepts and techniques of spatial analysis in GIS.
· Able to effectively and accurately prepare and maintain graphics, maps, and drawings.
· Demonstrated ability to exercise good independent judgment and decision-making within area of responsibility; communicate clearly and concisely, both orally and in writing; make accurate records and notes, and prepare clear and concise reports, correspondence, and other written materials.
· Able to establish and maintain effective working relationships with those contacted in the course of work.
· Work effectively under the pressure of deadlines, conflicting demands, and emergencies.
· Possession of a valid Nevada driver’s license without sanctions or limitations.
· Must have a valid driver’s license and qualify under the tribe’s insurance policy.
· Computer literate, able to operate and troubleshoot minor Windows 10 or MS Office software program problems among others. Effectively use database computer applications.
· Working knowledge of office equipment (use and troubleshoot)
· Be able to work in a diverse cultural setting due to the sensitive nature of the position
