What are the responsibilities and job description for the Workforce Recruitment Specialist position at Renton Technical College?

The Workforce Recruitment Specialist, a full time, overtime eligible, and classified position, reporting to the Ex. Director of Workforce Education & Grants. The primary function of this position is outreach and recruitment activities specifically targeted to prospective students who qualify for Workforce Education funding. This position focuses on Worker Retraining, and students who are eligible for co-enrollment in Basic Food Employment and Training (BFET), Opportunity Grant (OG), and WorkFirst Grant. This position works collaboratively with the workforce education team on outreach and recruitment to target populations. This position is grant-funded, continuation is contingent on future funding. The priority consideration date for this position will be on March 18th, 2024.

The Workforce Recruitment Specialist is represented by The Renton Professional Technical Association (Prof-Tech). The pay range for this role is $5,666–$7,109 monthly and salary placement is based on applicable work experience. New hires may not be placed above Step 10 ($6,809.) Prof-Tech employees receive a yearly degree stipend if they have an Associate’s degree $150, Bachelor’s $250, or a Master’s $350.   • Develop and implement a comprehensive recruitment plan in collaboration with the workforce education team. The plan should focus on: 
    • Outreach and recruitment of worker retraining and other Workforce eligible students
    • WorkSource and CBO collaboration
    • Vulnerable worker populations
    • Displaced homemakers
    • Veterans
  • Present workforce funding options to support College and Career Pathways student transition from ABE/ESL/GED/HS21 preparation courses into career training programs.
  • Assist students in identification of workforce education funding streams to meet employment goals.
  • Respond to inquiries from prospective students, outside agencies, and others on general college, entry, and funding information in-person and on electronic platforms like Start Next Quarter (SNQ).
  • Develop collaborative partnerships with public agencies and private organizations serving dislocated workers, including the Employment Security/WorkSource partners, Department of Social and Health Services (DSHS), Seattle-King Workforce Development Council, Private Industry Councils, and Apprenticeship partners.
  • Present Paying for College and other workshops on the RTC campus, at WorkSource and other community locations.
  • Collaborate with the workforce education team and other RTC staff to develop and implement innovative recruitment activities. 
  • Represent the college at industry, education and employment events.
  • Document and track recruitment and outreach activities to determine yield rates and track outcomes.
  • Participate in statewide community and technical college meetings with SBCTC and others concerning target demographics.
  • Work with the workforce team and the communication and marketing department to develop and maintain marketing materials for outreach to workforce funding eligible students and potential employer partners, including the RTC website, social media, and Start Next Quarter.
  • Participate in college and community meetings, as appropriate.
  • Other related duties, as assigned.
  • Demonstrated experience or participation with persons from diverse backgrounds such as sexual orientation, racial, ethnic, religious, linguistic, gender, age, socio-economic, physical and learning abilities, and a commitment to an inclusive and equitable working / learning environment. 
  • Bachelor’s degree from an accredited institution or equivalent work experience.
  • Extensive knowledge of job training, workforce development and local labor issues.
  • Three years’ experience in recruiting, outreach, or career advising.
  • Excellent verbal and written communication skills.
  • Effective interpersonal skills.
  • Experience giving oral presentations in a group setting.
  • Ability to develop productive working relationships with college faculty and staff.
  • Demonstrated organizational and problem- solving abilities.  
  • Ability to maintain confidentiality, think critically and exercise independent judgment required. 
  • Proficient experience using Microsoft Office, specifically experience creating & editing documents, spreadsheets and presentations. Previous success learning new computer software programs/platforms required. 
  • Successful experience working as a recruiter for an educational institution preferred.
  • Experience working in a technical or community college preferred. 
  • Demonstrated ability to promote universal design and accessibility. Proficiency in (or ability to learn within 6 months of hire) the production of accessible content, whether print or electronic.
  • Demonstrated attention to detail required as well as previous experience maintaining accurate records, managing multiple tasks, and planning and organizing work in order to meet changing priorities and deadlines. 
  • Ability to represent the college in a positive and professional manner, while using tact, discretion and courtesy. 
  • Ability to speak a regionally top spoken language other than English is preferred (Spanish, Vietnamese, Russian, Somali, Chinese). 

SPECIAL REQUIREMENTS, LICENSES AND CERTIFICATIONS:

  • Valid driver’s license and safe driving record for regional travel

WORKING CONDITIONS:

Regular work hours are Monday through Friday from 7:30 am – 4:30 pm.  Occasional evenings and weekends may be required.  Duties primarily involved seated, computer workstation work, meetings in locations held throughout campus and offsite.
