Description
The Information Technology Specialist will assist with the administration of the County's local area network (LAN) and wide area network (WAN), with the analysis of specific County department needs in the area of software and hardware and network interfaces. Install and maintain system hardware, perform software upgrades and user support for servers, and computer systems. Administer, maintain and support Voice Over Internet Protocol (VOIP) phone system and Virtual Private Network (VPN). Provide user support for the telecommunications systems including remote access, softphone connectivity (mobile & desktop) and voice mail. Administer, manage and help maintain the County Website Home Page. Provide new user security setup for maintaining departmental pages of the Website. Support EDMS (Electronic Document Management System). Assist with the assembly and presentation of County IT Budget.
Essential Duties
- Administer, maintain and document Local Area Network (LAN). Assist with installation, operation, and analyzation of connectivity issues. Monitor firewall, switches, network activity, and network security. Develop policies and new technologies that enhance the effectiveness of operations. Research and analyze hardware technology advancements and recommend solutions. Analyze operating system, software programs and software application versions and recommend solutions.
- Coordinate with State agencies the operation of and access to all State Programs on County LAN.
- Co-manage user support “Help Desk” providing technical resolution to network, software and computer related issues for all county departments as well as the local police departments in Renville County. Provide user guides or trainings when needed. Be able to support on premise as well as all remote users.
- Administer, maintain and support the VOIP phone system and voice mail system. Troubleshoot and resolve telecommunication issues. Design and manage call flow and call centers. Create and maintain holiday and door schedules. Install and configure physical desk phones as well as soft client on all devices as well as mobile phones. Provide user support, maintenance and training on use of physical hard phone, softphone on desktop or mobile device and voice mail. Instruct and train users on the softphone features such as calling, video calling, chat, group meetings, conference bridge, and screen sharing to be used on premises as well as working remotely.
- Administer County Web Site. Responsible for managing, constructing and maintaining the County Website. Supervise employees designated to maintain departmental pages. Provide new user security setup for maintaining departmental pages of the website. Proficient on use of graphical design applications (i.e., Adobe Photoshop).
- Administer setup, installation, and maintenance of desktop computers, laptop/tablets and peripherals. Install drive encryption to ensure data security on devices. Install and maintain all county software applications.
- Support countywide EDMS (Electronic Document Management System). Install applicable software for all imaging products required. Assist departments on determining a plan for digitally filing their documents. Lead person for scanner configurations and training new users on system.
- Setup new users accounts with appropriate access/security to our county system, such as network access, door access, employee id, email, and VPN access. Complete removal of access as requested by Department supervisors.
- Manage daily backup and maintain off-site storage according to business recovery plan.
- Assist with the planning and implementation of the IT plan and business recovery procedures.
- Actively solicit ideas and concerns regarding desired technological improvements and enhancements. Coordinate the collection of issues and concerns. Analyze and communicate gathered information to the appropriate personnel.
- Develop and maintain the inventory database of hardware and peripherals through MS Access.
- Provide user training and support when applicable. Develop and design class materials for appropriate applications.
- Advise IBM iSeries vendor with any security changes for existing and new employees that need access to the iSeries applications. Work with iSeries vendor on installation of iSeries applications and any required application drive mappings.
- Administer, maintain, design and secures computer generated employee identification system.
- Administer the county door lock system. Create door schedules as needed, incorporate fob access within the employee identification system.
- Administer audio visual and sound recording equipment. Assists with use and provides training and support.
- Administer day-to-day office duties and accounting functions. Assist with the assembly of the IT budget.
- Schedule all I-TV requests. Check in and assure equipment is working for requested meetings. Maintain equipment.
- Create, update and maintain IT documentation on processes and procedures relating to IT issues.
- Safeguard all digital information, maintain data integrity and confidentiality and conform to the HIPAA (Health Insurance Portability and Accountability Act), MN Bureau of Criminal Apprehension, and FBI security requirements. Maintains confidentiality in accordance to data practices laws.
- Excellent customer service skills.
- All other duties as assigned.
Job Relationships:
Internal Interactions With: Is in daily contact, with all County staff, County Administrator and County Board pertaining to issues related to Information Technology (IT).
External Interactions With: Computer vendors/suppliers, various State Departments, Office of Enterprise Technology, providers, consultants and contractors, other than counties, schools and the general public.
Minimum Qualifications

Education and/or Experience:
A minimum of a 2-year degree in Information Technology or related degree with three years’ experience preferred; or equivalent combination of education and experience. Must have an excellent understanding of personal computers and current Microsoft operating systems, Microsoft application suites, networking technology including LAN management and understanding of State Programs and connectivity.
Selection Process
Top candidates will be invited to an interview held via technology on Tuesday, May 10 in the afternoon.
Second round interviews, for those selected, will be held in-person on Thursday, May 19 in the morning.

Pay: $23.80 - $33.02 per hour
