Overview

RES is looking for a Regulatory Specialist III for our offices in Pittsburg, PA.

 

The mission: RES is operating in a unique and young industry. You will have a once-in-a-lifetime opportunity to shape it with your work! How? Armed with impeccable knowledge of the existing local, state, and federal environmental permitting processes, you will negotiate with the agencies on required deliverables for existing projects and create precedents for new projects! You will become RES’ ambassador at the agencies, so we are looking for a skillful negotiator and relationship builder!

40% of the time you will be catering to existing projects, so expect some travel! Working with the team of Project Managers, Ecologists, Operations, and Construction Managers, you will be the regulatory guru of the project. You will interpret and apply Federal, State, and local regulations and guidelines; identity, develop, and negotiate mitigation/conservation measures, terms and conditions, and adaptive management solutions. You will also make sure that RES’ subcontractors adhere to the same practices!

You will also be tracking timelines for report submissions, track special-status species regulations and requirements, and changes to ESA-listings.

 

You will lead new project permitting processes and compliance 20% of your time. This involves coordinating lots of folks from within and at the external regulatory agency, so you will need a great deal of perseverance, organization skills, and most importantly, persuasion skills!

You will determine the project permitting requirements and the agencies’ jurisdictions. At the same time, you will conduct field inspections to identify environmental issues and to ensure compliance.

 

40% of the time you will be doing housekeeping, preparing technical and administrative reports, and developing and maintaining project documentation. If you are a learner and a builder, you will also recommend technologies/software/applications to streamline compliance tracking for large projects.

 

Qualifications

We would love to speak with you if you have many of the following:

  • Bachelor’s degree in the environmental sciences, environmental policy, planning, or closely related field
  • 5 years of experience in environmental permitting
  • Ability to critically analyze permit terms and conditions and solve problems
  • Knowledge of many of the following regulations, permits, and supporting documentation: 
  • USACE Clean Water Act
  • Endangered Species Act
  • Essential Fish Habitat (EFH) under Magnuson-Stevens Fisheries Management Act
  • Biological Opinions
  • CWA 401 Water Quality Certifications
  • Lake and Streambed Alteration Agreements
  • Coastal Zone Management Act
  • Environmental Impact Statements/Reports (CEQA, SEPA and NEPA)
  • National Pollutant Discharge Elimination System (NPDES) Permits
  • Storm Water Pollution Prevention Plan (SWPPP)

 

What will make you stand out?

 

You have experience with:

  • Conducting biological studies and assessments;
  • Performing wetland delineations; and/or
  • Wildlife monitoring and botanical surveys

You have a Master’s Degree in a Biology, Ecology, Environmental Science or similar
