R4D is seeking multiple highly motivated and dynamic Senior Program Associates (SPAs) to work on our Global Health Team and provide technical and program management support for a variety of projects. Projects on which the SPA(s) may work include:

·        The Health Systems Strengthening Accelerator. The Accelerator is a global initiative led by R4D that expedites progress towards Universal Health Coverage (UHC) in low- and middle-income countries. SPA responsibilities on the Accelerator will include administrative and technical support to activities focused on strengthening rehabilitation in health systems.

·        The Act to End Neglected Tropical Diseases (NTDs_ | East Program.  The Act to End NTDs | East Program, led by RTI International, focuses on partnering with NTD-endemic countries to eliminate five of the most common NTDs, which affect more than one billion people worldwide. R4D leads the project’s health financing activities within broader efforts to more fully incorporate NTDs programming into the mainstream health system. Together with partners, R4D supports government officials and communities to assume greater programmatic and financial responsibility for the NTDs response.

 

There is a strong preference for candidates who can be based in Washington, DC. This position will report to a Senior Program Officer on the Health team.

Responsibilities
  • The SPA will serve as a key member of the project team, providing support for implementation of project activities. Responsibilities of the SPA will encompass administrative, project management, operational, research, and communication tasks.
  • Within assigned projects, responsibilities may include:
  • Supporting health economics and financing analysis in areas including, but not limited to, resource mapping, fiscal space, public financial management, costing, cost-effectiveness, equity and efficiency;
  • Supporting senior team members in the development and adaptation of analytic tools and methods to support project aims;
  • Conducting qualitative and quantitative analysis on technical and policy issues related to health systems and financing, with increasing levels of independence
  • Producing highly polished presentations, concept notes, briefing materials, and other products such as blog posts, newsletters, meeting summaries, thought pieces, and e-communications on key topics of interest
  • Monitoring and facilitating the execution of deliverables through collaboration with implementing teams, country-based consultants, funders, and other technical partners
  • Supporting the implementation of high-quality monitoring, evaluation, and learning activities related to project implementation (e.g. developing and or monitoring theories of change, conducting outcome harvesting)
  • Providing support on a range of administrative/operational tasks including developing contracts; budget and expenditure tracking; invoice processing; organizing meetings and workshops; monitoring workplans; liaising with project stakeholders; and supporting the recruitment of staff and consultants
  • Supporting the development and/or maintenance of strong relationships and clear communications with key external stakeholders, including funders, partners, and country officials
  • Performing other duties as necessary

Qualifications:
  • BA in health policy, public health, or relevant field; at least three (3) years relevant work experience OR Master’s degree with at least one year of relevant work experience
  • Basic understanding of global health and key principles of health system strengthening
  • Ability to set priorities and handle multiple competing time and resource demands; highly organized
  • Detail-oriented with strong analytical, written, and verbal communication skills, as well as an ability to describe technical problems and solutions to a non-technical audience
  • Self-starter with demonstrated ability to work as part of a team and independently
  • Proficiency in Microsoft Office suite, including Word, Excel, PowerPoint, and Outlook; Advanced PowerPoint design skills desirable
  • Working experience in the development field or with federal grants will be considered an asset
