JOB DESCRIPTION

JOB SUMMARY

This position performs repairs and maintenance for Richland County Recreation Commission (RRC) facilities.  Work involves repairing, renovating, maintaining, demolishing, and/or constructing of facilities; operating and transporting complex commercial motorized equipment; and performing maintenance and repairs in areas of carpentry, masonry, concrete, plumbing, electrical, and roofing.  This position also oversees and assigns work to other trades or any assigned employees and conducts inspections to ensure proper operating, maintenance, and safety procedures are followed.

ESSENTIAL JOB FUNCTIONS

  • Performs repairs to buildings, machinery, and equipment at RCRC park facilities.
  • Performs maintenance and repair tasks in such areas as carpentry, masonry, concrete, plumbing, and roofing.
  • Services heating and air conditioning units.
  • Assists with building renovation and construction projects.
  • Serves as a crew leader; assigns tasks to workers; and allocates materials and equipment to complete assigned tasks as needed.
  • Conducts inspections to ensure employees follow proper operating, maintenance, and safety procedures.
  • Driving to and from different locations within the Agency.
  • Plans, organizes, schedules, monitors, and evaluates trades activities.
  • Maintains copies of  preventative maintenance schedule and oversees proper maintenance of vehicles and equipment. 
  • Transports equipment to and from job sites while abiding by federal/state laws and regulations.
  • Operates complex motorized construction equipment, such as motor graders, front end loaders, backhoes, excavators, sweepers, dump trucks, and tractor trailers.
  • Drives to work sites.
  • Performs repairs and replacements of different types of locks, door closers, door panic bar systems, and other locking components.
  • Cuts keys as needed for parks, buildings, and office doors.
  • Performs maintenance on gym equipment.
  • Services and repairs ice machines, freezers, refrigerators, water fountains, and exhaust fan systems.
  • Assists in repairing outdoor lighting in parking lots, tennis courts, walking tracks, and ball files with bucket truck.
  • Patches holes on roof; cleans gutters.
  • Performs electrical maintenance on building outlets/panels and wiringon pumps; troubleshoots wiring problems on fire alarms.
  • Changes filters and belts in air conditioners, exhaust fans, and air rotation units.
  • Performs tree cutting and tree removal.
  • Assists in preparing, updating, and generating department reports.
  • Performs related duties as directed when such duties are a logical and appropriate assignment to the position.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • High school diploma or GED.
  • Four (4) years of related work experience preferably in commercial building maintenance and/or in a construction trade.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of safety practices relevant to commercial construction and the operation of medium to heavy equipment.
  • Knowledge of safe operation of tools, equipment, materials, and supplies used to perform work.
  • Knowledge of basic building construction and building practices and procedures.
  • Knowledge of basic electrical, plumbing, irrigation, and carpentry practices.
  • Knowledge of federal and state laws pertaining to operations of a commercial vehicle.
  • Skill in using various trade tools and equipment.
  • Skill in making emergency/general repairs, and adjustments to equipment used in building, construction, and maintenance work.
  • Ability to follow instructions, both written and oral.
  • Ability to communicate effectively.
  • Ability to use judgment and initiative to complete routine work without constant supervision.
  • Ability to perform work in various trades to include, but not limited to, rough carpentry, finish   carpentry, plumbing, water and sewer lines, cast in place concrete, and roofing.
  • Ability to establish and maintain effective working relationships and work as a team member
  • Ability to operate a variety of equipment including backhoes, excavators, bulldozers, motor  graders, skid steers, tractors, dump trucks, rollers, and related equipment.

CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS

  • Must possess a valid Driver’s License to drive an RCRC vehicle, and produce an acceptable 10 year driving record.
  • Hold (or obtain within required time frames of hire) licenses/certifications needed in order to operate and drive construction vehicles and equipment such as a Class A CDL (commercial driver’s license).

PHYSICAL DEMANDS

The work is medium work and requires exerting up to 50 pounds of force  occasionally, up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects; work may also require balancing, climbing, crawling, crouching, feeling, manual dexterity, grasping, handling, perceiving sounds at normal speaking levels, distinguishing among sounds, kneeling, lifting, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, expressing ideas by spoken word, shouting above noises, visual acuity in color/observations/equipment/ inspections, and walking.

WORK ENVIRONMENT 

Work is typically performed in a safe and secure work environment that may periodically have unpredicted requirements or demands.  Requires working occasionally at high positions (field lighting) and being able to withstand exposure to various climatic conditions.
