What are the responsibilities and job description for the Capital Project Manager position at Roanoke City Public Schools?
GENERAL STATEMENT OF DUTIES: focused on work programs with a longer time horizon, specifically planned maintenance and capital projects (including capital maintenance projects). In fulfilling this responsibility, will monitor all new construction of, as well as capital renovations and repairs to, RCPS facilities. This will include, but not be limited to:
- Design and implement planned maintenance programs for all RCPS facilities
- Serve as the “eyes and ears” of Roanoke City Public Schools and represent the interests of the school division with contractors, vendors, and service providers in all capital and planned maintenance programs
- Participate fully in the development of RCPS Capital Improvement Plans
- Lead capital project activity, including contracting/procurement, oversight of construction activity, compliance with all occupational safety and health requirements, management of schedule and budget, and quality control
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Direct all capital programs for the Roanoke City Public Schools.
Direct all planned maintenance programs for the Roanoke City Public Schools.
Develop comprehensive long- and short-range plans for meeting the facility needs of the district.
Meet with school personnel to receive input on school facility needs.
Assist in developing specifications for bids, as well as and requests for proposal for all capital programs.
Assure that all capital work is carried out to RCPS standards, in accordance with the specifications and schedules set forth for the project or program. This involves:
Familiarity with all the relevant drawings and written instructions, checking them, and using them as a reference when inspecting the work
Making visual inspections
Making measurements and samples on site to make sure that the work and the materials meet the specifications and quality standards
Familiarity with legal requirements and checking that the work complies with those legal requirements.
Working knowledge of health and safety legislation and bringing any shortfalls observed to the attention of relevant RCPS personnel and the relevant personnel of the RCPS vendor(s)
Construction related duties include, but are not limited to the following:
Collaborate with RCPS personnel, contractors, architects, the City of Roanoke building department, and other governmental agencies (as appropriate) in support of all RCPS capital projects and programs
Confer with architects and contractors as to the preparation and interpretation of plans and specifications
Inspect all materials going into the project
Responsible for the inspection of the workmanship and practices of contractors and/or crews engaged in construction
Leads the RCPS team that reviews plans, specifications, and designs submitted by contractors, architects, or engineers
Point person for interpreting provisions of contracts, plans, specifications, and designs
Assure that construction work schedules are maintained
Responsible for continuous inspection during construction and to ensure adherence to all building codes, plans, specification, and allotted budget
Monitor the continuous inspection of workmanship, materials, and methods
Monitor and review the work of architects, contractors, and other personnel assigned to the construction project
Administrative duties include, but are not limited to the following:
Review construction contracts and specifications prepared by the architect(s) and contractor(s) to ensure that all items are covered and are in agreement with the appropriate state and federal requirements
Review requests by the architect(s) and contractor(s) for changes in the plans and secure appropriate approvals/rejections
Ensure that all work is accomplished and that the materials utilized conform with the appropriate federal and state regulations
Responsible for monitoring construction budgets
Give initial approval to vouchers for payment to various professionals and trade contractors engaged on the project
Attend various meetings as the RCPS representative and submit written progress reports
Keep detailed records of various aspects of the work on each capital project and prepare regular reports for the architect, contractor, and/or RCPS. These reports include, but are not limited to, details of:
Project progress and any delays
Drawings received
Details of any significant events including any serious deficiencies in quality, or health / safety performance, observed while on site
Monitor progress in the implementation of the RCPS Capital Improvement Plan. Assist the Deputy Superintendent in developing annual updates to the Capital Improvement Plan.
Responsible for assuring that all documentation relating to capital programs (e.g., blueprints, contracts, warranties, “as built” drawings, etc.) are entered into the RCPS document management system for retention, subsequent retrieval, and analysis.
Perform all duties with awareness of all district requirements and School Board policies.
Perform other tasks as directed by the School Board or Administration.

Work Environment
Duties are normally performed inside a school/classroom environment and outdoors in all weather conditions. Ability to lift 20 pounds or more.
Minimum Qualifications (Knowledge, Skills and/or Abilities Required)
Must possess a high school diploma (or equivalency) Strongly Preferred: Bachelor’s Degree or greater. Must possess excellent human relations skills. Must possess a valid Virginia driver’s license with positive DMV points. Additionally:
1. Minimum of five (10) years’ experiences in building maintenance, construction management, or a related field
2. Excellent communication, human relations, supervisory, and management skills
3. Demonstrated professional knowledge of systems for the construction, operation, and maintenance of school facilities.
4. Knowledge of Virginia Department of Education regulations and codes
5. Knowledge of regulations pertaining to health, safety and environmental issues
6. Knowledge of federal, state, and local standards for removal of asbestos and other hazardous materials
7. Knowledge of basic concepts and principles of architecture, planning and engineering
8. Knowledge of project cost analysis principles and practices
9. Ability to successfully deliver new construction and capital improvement projects on time and on budget
10. Ability to prepare and administer large and complex budgets
11. Ability to plan and organize work to meet schedules and timelines in an environment with constantly changing priorities
12. Ability to prepare clear and concise administrative and financial reports and to make executive-level presentations
13. Ability to read and interpret blueprints, mechanical, electrical, and civil and structural drawings, plans, and sketches
14. Demonstrated effective management skills
15. Demonstrated ability to establish and maintain positive working relationships with administrators, staff, vendors, and contractors
16. Demonstrated basic computer literacy
17. Demonstrated proficient in the use of standard software packages
18. Ability to assume responsibility, display initiative, and exercise good judgment
19. Ability to perform duties with awareness of all school division requirements and School Board policies
20. Ability to demonstrate standards of moral character and behavior to serve as an effective role model for students and other employees
