Position Summary and Job Duties

Work involves responsibility for: planning; laying out work; assigning tasks; and leading the work of a moderate sized crew engaged in a wide variety of road, bridge and building maintenance and repair activities. Work assignments are received in the form of special assignments from a technical or administrative superior, work orders, inspections or from a general improvement program. Employees in this class instruct workers in work methods and procedures and direct work in progress and upon completion. Work is performed with considerable independence and is reviewed through discussion, by observation of results achieved and by administrative or technical superior.

In addition to the crew leader responsibilities, an employee in this position may be called upon to perform manual labor and operate hand tools, motorized hand operated equipment and motor vehicles in the winter and routine maintenance and repair of assigned roads. This may include operating a variety of vehicles and equipment such as single, tandem axle and four wheel drive trucks, tractor mowers, small to medium sized end loaders, asphalt rollers, tractor backhoes, chain saws and various other types of maintenance and construction equipment.

60% Coordinates the activities of the following crews: construction.
  • Responsible for: planning; laying out work; assigning tasks and leading the work of a moderately sized work crew
  • Instruct workers in work methods and procedures.
  • Direct work in progress and upon completion.
  • Review results achieved with administrative or technical superior.
  • Establish traffic control plans by setting barricades, cones, and arrow boards and by using hand signals and flags in order to ensure the safety of highway workers and motorists, and to ensure that traffic moves with a minimum amount of congestion.
  • Construct and repair bridges and pavements, spillways, curbs, guardrails, storm drains and culve1ts by using cement mixers, curbing machines, wrenches, shovels, jack hammers, stakes and tapes etc.
  • Perform and direct duties by reading and following project documents, standard practices and using survey instruments.
  • Lay out, check, and construct projects using electronic satellite and other survey instruments.

15% Troubleshoot, maintain and repair assigned roads.
  • Remove snow/ice and maintain roadways using snow plows, wings, underbelly blades, and sanding trucks, graders and loaders.
  • Repair and maintain road surfaces using shovels, asphalt rakes, grade stakes, brooms air compressors and jack hammers.
  • Repair and maintain right-of-way areas by removing brush, tree limbs and rubbish, spreading crushed rock, shaping ditches, spreading black dirt and laying sod or seeding
  • Set up and take down snow fences as directed.

5% Performs routine maintenance on equipment and vehicles.
  • Inspect equipment prior to use for safety and maintenance issues.
  • Perform minor maintenance and repairs on equipment.
  • Keeps equipment clean and in good working order.

5% Follow & keep current on safety related standards and issues.
  • Become familiar with latest procedures, i.e., Manual of Uniform Traffic Control Devices,
  • Attend selected safety related trainings, Transportation Information Center, WisDOT
  • Report all accidents in a timely manner.

5% Follow & keep current with all technical and administrative procedures.
  • Become familiar with and follow WisDOT Facilities Development Manual and Standard Specifications, project documents
  • Completely fill out and hand in individual and gang time sheets.
  • Keep a log of daily crew activities.
  • Maintain accurate inventories of and charge out materials used in the performance of duties, including, but not limited to: repair parts; marking and signing accessories; materials such as grave, limestone, asphalt, etc.

10% Perform other duties as assigned.
This could include performing all duties of the Crew Leader - Bridge or Float.

  • Considerable knowledge of the materials, methods, techniques and equipment commonly used on public works construction and maintenance activities.
  • Considerable knowledge of the hazards and fire safety precautions in public works construction and maintenance activities.
  • Ability to plan, assign and lead the work of others.
  • Ability to read and follow plan documents, engineering programs, computer, survey instruments etc.
  • Ability to use computer (Excel, Word, Adobe, Internet) for e-mail and research.
  • Ability to operate, set and troubleshoot elevation measurements (optical laser, Rover and GPS).
  • Ability to establish and maintain effective working relationships with subordinates, supervisors, public and private officials and the general public.
  • Ability to accomplish tasks with exceptional tact, dependability, thoroughness and judgment while at the same time maintaining effective public service with a minimum of interruption to public convenience.
  • Ability to perform duties in a safe manner.
  • Skill in operating a variety of tools and equipment used in public works construction and maintenance.
  • Knowledge of and ability to ensure compliance with applicable rules, regulations, and laws regarding highway operations.
  • Knowledge of and ability to operate medium to heavy construction and maintenance equipment, common hand tools, and standard equipment used in general maintenance, construction and repair.
  • Ability to troubleshoot problems, materials, machinery, personnel and public as they arise.
  • Ability to work under frequently hazardous and uncomfortable conditions where exposure to environmental factors such as temperature variations, odor, chemical agents, noise, vibrations, wetness, moving machinery, electrical currents, and /or dust may cause discomfo1t and where there may be risk of injury.
  • Ability to perform manual labor, sit, stand or walk for prolonged periods of time.
  • Ability to work overtime and respond to emergency overtime as required.
  • Ability to understand and carry out oral and written instructions, including policies, procedures and standards.
  • Ability to assemble, copy, record, and transcribe data and information, and follow a prescribed plan

Job Requirements, Education, Training & Experience

  • Graduation from a standard high school or vocational school or GED and equivalent experience sufficient to provide the knowledge, skills and abilities required of the position.
  • Must possess a valid Commercial Drivers License (Class A) when hired and a working telephone. Must Possess and maintain a current unrestricted (not due to corrective lenses) driver's license and auto insurance pursuant to the Rock County Administrative Policy and Procedure Policy 5.02 and 5.27.
  • Positions in the job class are subject to random drug and alcohol testing pursuant to Federal Depa1iment of Transportation rules and regulations. Testing negative on required tests is a condition of employment.
-Attend and pass relevant training including but not limited to, paver operations, roller operations, Diggers Hotline protocol, traffic flagging, GPS and surveying instrument -Be a certified competent person, licensed crane operator, certified bucket truck operator, man lift operator and other licenses as required.
  • Minimum of two years' experience in construction and maintenance equipment operation in a road/bridge construction setting including maintenance and repair of the machinery.
  • Minimum of two years' experience using various light equipment and hand tools related to road construction,
  • One-year experience managing crews that could be in excess of 25 people on projects up to 10 miles in length at times.

Essential Job Functions (physical elements, equipment and working conditions)

Physical Elements:

Lift, push, pull: Must be able to:
- lift and carry up to 80 lbs.- occasionally
- shovel or push asphalt and gravel from truck box or piles- 30 lbs.- regularly
  • lift snow fence rolls, push and roll it up to 50 feet and install 7' metal posts using a post pounder-occasionally
  • lift to 8 foot height, signs and hold in place-occasionally

Bending, squatting, kneeling: Must be able to:
  • bend, squat, kneel in order to perform maintenance activities Climbing, overhead work: Must be able to:
  • climb ladder and get into truck dump box to clean it out
  • enter and exit truck cab by stepping onto a step 24 inches above the ground
  • work for a sustained period of time on ladders to cut tree branches, repair signs and perform truck maintenance

Equipment Use:
  • a variety of vehicles and equipment such as single, multiple axle and four wheel drive trucks, tractor mowers, small to medium sized end loaders, asphalt rollers, tractor backhoes, etc.
  • lift and operate portable power tools such as chain saws, cut off saws, jack hammers(60 lbs), rotary hammer drills, and various other types of maintenance and construction equipment.

Working conditions:
Duties are performed mainly outside involving exposure to all weather conditions. Since employees in this position operate construction and maintenance equipment at roadway maintenance and construction sites, they are exposed to construction hazards such as: traffic, dust and dirt, heat and cold and noise. During the use of equipment the employees are subject to potentially hazardous substances such as: diesel fuel, gasoline, lubricants, and solvents. Employees may be required to report for work at any time to work in emergency conditions such as storms, flooding, at accident scenes, and for emergency repairs to roads, bridges, culverts and signs.
