PRIMARY FUNCTION & RESPONSIBILITY: Assist with the coordination and implementation of the district’s legal services department responsibilities and open records compliance as stated below.
CHARACTERISTIC DUTIES & RESPONSIBILITIES: This job description outlines the essential functions of this position, pursuant to the Americans with Disabilities Act; however, this is not a comprehensive listing of all functions and tasks performed by this position.
Management of Administrative, Fiscal and/or Facilities Functions:
Ensure that the District is in legal compliance with all Texas Public Information Act and Family Education Rights and
Privacy Act (FERPA) requests.
Process subpoenas received by central office and all campuses.
Maintain records for all Texas Public Information Act and FERPA requests and subpoenas.
Research and respond to public requests for information and records.
Maintain current knowledge of Attorney General Opinions and legislative actions in regards to the Public Information Act and FERPA.
Prepare documents and reports for review and/or submission by General Counsel to outside entities.
Submit required documents to the Texas Education Agency as it pertains to Board Member requests for information.
Coordinate the appropriate billing for open records requests.
Work with all departments and campuses to ensure compliance with the Public Information Act and FERPA.
Ensure compliance with the State and District retention policies.
Assist with investigations and investigation file maintenance, as requested.
Supports co-worker pertaining to grievance hearings, complaints, expulsions, DAEP Removal Appeals and other appeal processes according to established policies and procedures.
Coordinate departmental activities with other District offices and administrators and provide assistance to requesting departments.
Follow District and department policies and procedures.

Analyze critical needs in assigned areas and work collaboratively to implement and improve programs.

Participate in professional development that increases effectiveness and improves District performance.
School/Community Relations:
Interface with governmental agencies, business and civic organizations, and the community to provide needed information and to promote the District’s initiatives.

Foster positive morale by participating in team building activities and the decision-making process.
Communicate and collaborate with campus/department staff to enhance service delivery, program development, and customer satisfaction.
Other Responsibilities:
Comply with policies established by federal and state law, including but not limited to State Board of Education and local Board policy.

Knowledge of Texas Public Information Act.
Knowledge of proper redaction methods.
Knowledge of paralegal duties
Knowledge of basic research techniques and methods.
Knowledge of legal service record keeping.
Knowledge of basic mathematics and statistics.
Knowledge of applicable district policies and procedures.
Knowledge of applicable laws pertaining to property acquisition.
Skill in operating standard PC software applications (word processing, spreadsheets, etc.).
Skill in preparing written information for reports.
Skill in maintaining a high level of confidentiality.
Skill in prioritizing projects and correspondence.
Skill in preparing, presenting, and reviewing oral and written information and reports.
Skill in working with financial records and preparing reports.
Skill in proofreading and editing final documents.
Skill in preparing and processing departmental contract agreements.
Skill in preparing and processing property acquisition records, contracts and similar documents.
Ability to organize and prioritize work responsibilities.
ENTRY QUALIFICATIONS: Completion of two years of study at an institution of higher education and five years of related experience, or equivalent combination of education and experience.
PHYSICAL & MENTAL DEMANDS:
Work with frequent interruptions, while keeping deadlines a top priority.
Maintain emotional control under stress.
ENVIRONMENTAL FACTORS:
Work is normally performed in a typical interior/office work environment with no or very limited exposure to physical risk.

Pay: $23.84 - $29.08 per hour
