Job Summary:
Raytheon is seeking an experienced professional Global Positioning System/Operational Control System (GPS OCX) Mission Assurance Leader (MAL) for our primary work location in Aurora, CO. The MAL will collaborate with the program manager and other senior staff, working as a trusted partner with the program office and other functions. The MAL will lead the Mission Assurance (MA) and Quality team to ensure delivered products and services meet customer and Raytheon requirements, lead the MA efforts for program DD250, regularly participate in program risk and opportunity process, champion and groom risks and opportunities, identify and document gaps in expectations between extended customer base and the program implementation baseline, support independent assessment of system and mission readiness, as well as foster meaningful customer relationships, including Defense Contract Management Agency (DCMA), and expectation alignment.
This position is an onsite role.
Responsibilities to Anticipate:
- Interface with Customer/Government Quality/Mission-focused Representatives, including being primary interface with DCMA
- Interface with program management, engineering, development, integration, and test
- Develop, review, and approve program MA and quality plans
- Plan MA resources to execute the MA and Quality plans, coordinating with MA disciplines for resources from S/W Quality, Supplier Assurance, and Systems Assurance, and secure budget to support the MA plans
- Plan and manage program MA activities, including review of contract requirements and flow-through to suppliers; assessing requirements and/or program Increment capabilities and acceptance criteria; audits, corrective actions; review and approve verification plans and automation; ensure test coverage, test witness as-appropriate, and validity of test results
- Identify need for Failure Investigation Teams (FIT)/Failure Review Boards (FRB)
- Lead and facilitate MA activities including support of Program Management Reviews, Working Group/User Review events, and technical meetings
- Lead Lessons Learned / After Action Reviews and utilize CORE or similar improvement methodologies to drive process improvements on the program
- Provide on-contract proposal inputs including labor bids with bases of estimates and task descriptions
- Participate in peer reviews, technical reviews, Review Boards, Gate reviews, and milestone reviews
- Identify and assess program risks and opportunities
- Review changes and ensure content is integrated into program work products
- Ensure the program conforms to approved program processes and complies with contractual requirements
- Mediate as an independent voice and break down barriers to team success
- Drive discipline and consistency in anomaly investigations ensuring true Root Cause is identified and validated, and effective Preventive Actions are worked.
- Travel may be required (20%).
Basic Qualifications:
- Minimum 12 years’ experience in Engineering: Systems Engineering, Software Engineering or Test Engineering
- Working knowledge of MA, with ability to lead, plan, and perform MA responsibilities upon start of working this position
- Experience with large or complex software development projects
- Experience in the Space-Ground domain with mission systems
- Multi-discipline experience throughout the complete software program lifecycle
- Skilled in leading or validating Root Cause Analysis
- At least one certification in Agile, ASQ, MA, PMP, or Six Sigma/Lean
- Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Preferred Qualifications:
- MA leadership on a software development program
- Experience with Quality Management Systems and compliance and working knowledge of Industry and Government compliance requirements and standards, e.g., AS9100
- Proven ability to perform independent assessments and evaluation
- Experience in risk and opportunity management
- Experience in predictive and proactive measures and metrics assessments and leading actions to improve performance or mitigate problems
- System Test experience
- Experience in Earned Value Management and Cost Account Management
- American Society for Quality (ASQ) Certified Quality Engineer or Manager
- Working knowledge of RCAS or a proven closed-loop corrective action system
- Proficiency in Microsoft Office
- Excellent communication and presentation skills

The salary range for this role is 139,000 USD - 277,000 USD; however, RTX considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
