Who We Need
Sabel Systems is seeking a Business Process Consultant (the candidate) to enable the creation of Business Process Model Narratives (BPMN) models, mapping of data, and development of a digital thread to facilitate the optimization of process and personnel without the loss of data, capability, or efficiency.
The Business Process Consultant will leverage the knowledge, skills, and resources to combine the 3043 and 3051 Military Occupational Specialty (MOS) to facilitate a seamless transformation and change in structure, culture, and environment.
Tasks include creating the BPMN to model and create a digital twin of the Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Policy (DOTMLPF-P) leading to the creation of the Table of Organization, Equipment Change Request (TOECR), Authorized Strength Report (ASR), Command Staffing Report (CSR), and enabling the updates to the Military Occupational Specialties (MOS) Manual, Training and Readiness Manual, and Phasing Plan.
The Business Process Consultant will work in a secure digital environment for communication, collaboration, and visualization, across multiple stakeholder groups, enabling the creation of a digital twin.
The Business Process Consultant will use Business Intelligence (BI) and Digital Engineering Tools for BPMNs to support the merger of Military Occupational Specialties (MOS) 3043 (Supply Chain and Material Management Specialist) and 3051 (Inventory Management Specialist) into a singular MOS, 3047 (Supply Chain Management Specialist);
and will create a digital thread of data processes for use in a digital engineered training solution that enhances and sustains training and education requirements for the supply chain management community.
Using Power BI and BPMN mapping tools, the Business Process Consultant shall work within the team to aggregate acquisition and merger data from multiple data sources into a centralized and fluid analysis that enables a smooth and optimal transition for Supply Chain and Material Management Specialist and Inventory Management Specialist to Supply Chain Management Specialist.
Using BPMN tools the candidate, along with the team, shall perform knowledge elicitation and process mapping alongside uniform service members, civil service employees, and government contractors to capture the data necessary to ensure the creation of a comprehensive BPMN that is capable of creating a Digital Twin.
The Business Process Consultant shall maintain and oversee time schedules, monitor technological, technical, and operational risks, and ensure that each activity aligns with the merger requirements described in the contracts PWS.
Moreover, the candidate, along with the team, shall develop the digital thread that encompasses technology, applications, resources, and strategies.
The digital thread delivers an evidence-based detailed report which aids key leadership decision-making, implementation and execution of the merger Task areas, to include :
- Requirements Development
- Program Implementation
- Project Management
This position will provide leadership and management to make timely decisions, engage resources, and ensure the successful delivery of services in accordance with the PWS.
This position shall work within the team to achieve the following :

The candidate, along with the team, shall create the digital trace link derived from the BPMN models to provide a mapping function to the CFT in planning, coordinating, executing, and implementing the acquisition and merging actions governed by the DOTMLPF-PC assessment process.
This approach breaks through the "silos" of a traditional organizational structure, insofar as synergizing efforts of varying viewpoints, expertise, and backgrounds.
In doing so, the collective team can more competently support the decision-making process, yielding a more balanced and relevant selection of strategic requirements, innovative solutions, optimized planning, and continuous process improvements while enabling an efficient and effective merger.
It will additionally reduce time and labor through the anticipation of barriers and obstacles earlier in the process because each stakeholder has the capability and flexibility to provide input at any stage during a course of action, rather than waiting on the untimely transferring of merger requirements and actions from department to department.
The candidate, along with the team, shall develop Command and DOTMLPF-P briefs utilizing the Digital twin to model the new standards.
These briefs shall allow senior leaders to analyze their organizational capabilities from the perspective of "Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Policy (DOTMLPF-P)" when modeling future strategic decisions.
The brief shall be created using various Microsoft office suites to depict the following :
Doctrine : The doctrine analysis examines the way the military fights its conflicts with an emphasis on maneuver warfare and combined air-ground campaigns to explore potential solutions that might solve a capability gap.
Organization : The organization analysis examines how the Marine Corps is organized to fight; divisions, air wings, MAGTFs, etc.
It looks to see if there is a better organizational structure or capability that can be developed to solve a capability gap.
Training : The training analysis examines how the Marine Corps prepares its forces to fight tactically from basic training, advanced individual training, various types of unit training, joint exercises, and other ways to see if improvement can be made to offset capability gaps.
Materiel : The materiel analysis examines all the necessary equipment and systems that are needed by the Marine Corps forces to fight and operate effectively and if new systems are needed to fill a capability gap.
Leadership and Education : The leadership and education analysis examines how the Marine Corps prepares its leaders to lead the fight from squad leader to 4-star general / admiral and their overall professional development.
Personnel : The personnel analysis examines the availability of qualified people for peacetime, wartime, and various contingency operations to support a capability gap by restructuring.
Facilities : The facilities analysis examines military property, installations, and industrial facilities (e.g., government-owned ammunition production facilities) that support the Marine Corps forces to see if those facilities can be used to fill in a capability gap.
Policy : The policy analysis examines any DOD, interagency, or international policy issues that may prevent effective implementation of changes in the other seven DOTMLPF-P elemental areas.
This brief is required on several separate occasions, pre-decisional, in-progress, and as final product to brief the DOTMLPF-P CFT
Update Table of Equipment Change Request (TOECR) using BPMN tools within a Digital Logistics Environment (DLE)
The team shall provide the results derived from the digital twin of the combined MOSs to complete the TOECR to change a unit's manpower / force structure or equipment allowances.
All TOECRs are submitted via the Total Force Structure Management System (TFSMS) digital environment. The candidate, along with the team, shall develop the TOECR for this project throughout the merger process and complete the TOECR after receipt of the DOTMLFP-P working group's final assessment.
The candidate, along with the team, shall provide a DLE to adjudicate the stakeholders' comments, maintaining the digital trace link to the stakeholders in the development of the TOECR.
Update Authorized Strength Report using BPMN tools within the DLE
The candidate, along with the team, shall deliver recommendations from the modeling of the digital twin for the authorized strength report (ASR).
The ASR for the Marine Corps contains the total number of officers and enlisted service members authorized for that service at the end of each fiscal year.
The ASR is managed by Headquarters, Manpower and Reserve Affairs (M&RA) via TFSMS but is shaped and informed by occupational field managers and sponsors.
The candidate, along with the team, shall develop this report as a deliverable and then amend it as necessary to reflect the changes directed by the merger in February and August for each year of implementation.
Create Command Staffing Report using BPMN tools within the DLE
The candidate, along with the team, shall generate the initial report derived from the BPMNs to the Command Staffing Report (CSR) that is composed of the authorized and determined manpower staffing requirements that an organization needs to perform its stated mission.
The CSR is managed by M&RA via TFSMS but is shaped and informed by occupational field managers and sponsors. The candidate, along with the team, shall deliver the CSR and then amend it to reflect the changes directed by the merger for the year of implementation.
The candidate, along with the team, shall provide a DLE to adjudicate the stakeholders' comments maintaining the digital trace link to the stakeholders in the development of the CSR.
Create the MOS Manual Using the Digital Thread Created through the DLE
The candidate, along with the team, shall provide an initial draft of the MOS manual depicting the Marine Corps Occupational System.
The Occupational System identifies and codifies personnel skill requirements, derived through the Expeditionary Force Development System, the Marine Corps Front-End Analysis Program, as well as the development of individual training standards found in training and readiness manuals.
The occupational system enables the identification and publication of personnel skill requirements necessary for M&RA to build and maintain a personnel inventory that meets the needs of the force.
The MOS Manual is managed by M&RA via TFSMS but is shaped and informed by occupational field managers and sponsors. The candidate, along with the team, shall deliver the manual then maintain and amend it to reflect the changes directed by the merger for the year of implementation.
The candidate, along with the team, shall provide a DLE to adjudicate the stakeholders' comments maintaining the digital trace link to the stakeholders in the development of the MOS Manual.
