Job Description
HR Analyst scope of the work.
Scope of Work:
TASK 1: The consultant will execute a data-driven analysis of the reasons why NJ
TRANSIT employees are unavailable to work. The data-driven analysis will include a
review of all employee attendance and the reasons why employees are unavailable for
work including but not limited to family and medical leave, family leave, leave of absence,
worker’s compensation, reasonable accommodation, collective bargaining agreement
leaves, paid sick leave, short term disability, unpaid sick leave, vacation, suspensions,
unexcused absence, long term disability, military leave, maternity leave, and
bereavement. The data-driven analysis of employee attendance will be separated by
agreement versus non-agreement employees. Agreement employee analysis will be
further divided by job title and collective bargaining unit.
Task deliverable format: Written report and presentation
Task duration: 8 weeks (concurrent)
TASK 2: The consultant will review collective bargaining agreements for the various
departments and union locals to make recommendations on the provisions to reduce
absenteeism and place limits on the timeframe employees are on leave.

TASK 3: The consultant will review current leave policies, communications, and
procedures, making recommendations on industry-wide best practices. The consultant
will propose solutions to encourage consistent employee attendance that consider the
limitations of State and Federal Laws and collective bargaining agreements. This
includes working with operations units to implement proactive policies and/or processes
to facilitate consistent employee attendance.
