SAIC has a potential opportunity for a Program Manager to support the US Army’s Pacific Theater Intelligence and Signal Program.
This position is contingent upon contract award which is anticipated summer 2023. Work location is Ft. Shafter, Hawaii.
SAIC is recruiting and seeking former military personnel and civilians that have supported the military with Intelligence and Signal experience.
This effort provides a broad range of services that enhance intelligence, information, and innovation supporting the US Military operations within the INDOPACOM, and partnering Combatant Commands (CCMDs), Area of Responsibility (AOR.) Specific objective areas within this opportunity are to:
- Increase the speed of processing, exploitation, and dissemination (PED) for ISR.
- Develop, engineer, and integrate ISR subsystems and sensors for use in the collection and PED of ISR data, and/or to support critical infrastructure
- Promote exploration of innovative data techniques utilizing Artificial Intelligence (AI) and machine learning.
- Strengthen relationships with allies and partners in the Indo-Pacific region.

The Program Manager (PM) will:
- Be responsible for the successful delivery of the overall program to the customer and clients
- Manage performance of the program as well as supervision and direction of the Task Order Program Manager
- Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance
- Define or contribute to the program baseline then execute the program to comply with baseline requirements
- Manage risk, customer relationships, and program staffing
- Ensure compliance wiht quality standards and escalate challenges to SAIC leadership
- Support business development and program staff management
- Be responsible for management and oversight of all CONUS/OCONUS activities performed by contractor personnel, including subcontractors, to satisfy the requirements identified in contract.
- Conduct meetings and provide deliverables in accordance with the Government-approved delivery schedule.
- Establish and maintain a task management application capable of supporting TO size, scope, and complexity.
- Coordinate and support business development and outreach across industry and clients to maximize the extent of the contract and expand and protect the industrial base.
- Maintain overall responsibility for all contract mission standards, performance levels, deliverables, Planning, Programming, Budgeting, and Execution (PPBE).
Qualifications
EXPERIENCE AND EDUCATION:
- Masters Degree in Management or similar related Degree. PhD preferred
- Recognized expert possessing a minimum of ten (10) years’ recent experience providing DoD program management similar to the work described in this TO, including intelligence support for contingency operations, battle staff, and operational-level planning, joint and multi-lateral training exercises, and strategic engagement policy throughout the Areas of Operational Responsibility (AOR) and Areas of Interest (AOI)
- Experience includes researching, authoring, and coordinating threat assessments to support the Commander and the senior leadership as well
- Considered to be a recognized authoirty in this area of expertise
- Experience managing Intelligence efforts that include one or all of the following: all source, OSINT, IMINT, SIGNIT, ELINT, HUMINT, MASINT to include cyberspace threats and activities
- Experience includes leading professionals associated with this work to include cyber and intel engineers, scientists, financial analysts, Intel analysts, data engineers, and IT professionals
- Includes proven experience with Joint Targeting to include fundamental tasking and fires function, coordination with joint force staff elements and components and nonmilitary agencies and experience synchronizing weapon systems and capabilities into joint operations
CERTIFICATION REQUIREMENT:
- Program Management Professional (PMP) certificate
- Federal Acquisition Certification for Program and Project Managers (FAC P/PM) Level 3
- Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification
CLEARANCE REUIREMENT:
- Must have an active TS/SCI
