Description
SAIC is hiring an experienced CFIUS Case Manager to join our team of qualified, diverse, and highly motivated individuals supporting the Office of the Under Secretary of Defense, Acquisition and Sustainment. The qualified candidate will conduct due diligence and fact-finding research on foreign direct investment, the defense industrial base supply chain, dual-use technology transfer, and other key areas to assess the implications relative to DoD's security interests. The ideal candidate brings experience conducting intelligence and open-source research within Department of Defense and an understanding of the Defense Industrial Base issues. This position is located at the Pentagon in Arlington, VA .
Responsibilities:
- Review CFIUS filings, including documentation in relation to mergers and stock purchase agreements, corporate ownership structures, and USG contracting information
- Provide analysis on available CFIUS documentation, DoD Subject-matter expert assessments, and classified finished intelligence
- Create risk based assessments for certain foreign investments and advise the CFIUS Mitigation team with any recommendations
- Produce talking points, case summaries, action memorandum for Senior DoD leaders, up to the Deputy Secretary of Defense, on a routine basis
Qualifications
Required Education and Experience:
- Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and five (5) years or more experience.
Required Clearance:
- TS/SCI required
- US citizenship
Required Skills:
- Five (5) years of experience supporting National Security or industrial base issues
- Ability to understand highly technical information and be able to translate that to policy makers through technical analytic products
- Self starter
- Excellent communication and written skills specifically communicating with Senior DoD leaders
- Experience developing DoD Executive Memos, analysis briefings and technical reports
- Strong multi-tasking skills
- Ability to work within strict deadlines
Desired Skills:
- Working knowledge of CFIUS, foreign direct investment and/or critical technologies
- Experience interfacing with the Intelligence Community and other Civilian Federal Agencies
