What are the responsibilities and job description for the ICPC Coordinator & Developer position at Saint Francis Ministries?
BASIC PURPOSE OF THE JOB
The Foster Care Homes Recruiter/Developer engages community and individuals, piquing interest in foster and adoptive families. Develops and monitors foster parents through the licensure process and is a resource for the families.
ESSENTIAL FUNCTIONS
Serve as Liaison for Incoming ICPC cases.
Review assessments and monthly reports for thoroughness prior to being sent to ICPC.
Maintain the ICPC spreadsheet to track data for the grant and for staffing patterns.
Gather and reconcile data for Incoming ICPC cases.
Maintain communications and working relationships with SFM ICPC Liaisons and with DFPS ICPC staff.
Provide information and training to Kinship staff regarding requirements of ICPC cases.
Ensure eligible ICPC youth obtain medical cards.
Guide Kinship staff regarding community resources available for ICPC families and youth.
Attend and participate in required ICPC meetings.
Obtains and distributes resource information.
Serves as resource for workers regarding ICPC case requirements.
Staff ICPC cases as needed with staff and Kinship Supervisor.
Coordinates payment options with Outgoing ICPC families, Care Center, and youth's case team.
Reports critical incidents to DFPS verbally within 12 hours, written within 24 hours.
Implements SFM policies and follows directives as required. Follows and adheres to all pertinent SFM Standard Operating Procedures (SOPs), rules, personnel policies, and procedures; related accreditation and licensure standards; and federal, state and local rules, statutes, regulations, and terms of DFPS contract.
Reports unusual incidents through appropriate Risk Management, clinical and safety channels.
Ensures clients' rights are protected.
Is knowledgeable of and follows all safety procedures.
Develops and implements a foster care and adoption recruitment plan including purpose, specific goals, plan of action with timeline, and estimated costs (in accordance with Recruitment and/or Program Director)
Continually engages all prospective families until foster care license is received.
Participates in team meetings, sharing pertinent information regarding recruitment and resource development.
Conducts Preservice training for prospective resource families.
Complete referral process for all prospective families
Coordinates licensing through DFPS
Maintain family's engagement with Saint Francis from initial contact until Preservice and verification is complete.
Manages and conducts quarter home visits to ensure that Minimum Standards are being upheld until the case closes.
Develops and monitors corrective action and partnership development plan with foster parents when they are out of compliance or need growth in specific areas.
Provides case management services and fills in for other staff as needed.
Completes written documentation in staff, client, and foster family files in a concise and timely manner
NON-ESSENTIAL FUNCTIONS
Prefer a minimum of 40 hours in-service education per year.
Other duties as assigned.
Requirements:MINIMUM JOB REQUIREMENTS
Minimum of 2 years of experience working in child welfare direct service.
Bachelor's degree required. Degree in Human Services Preferred.
Must be 21 years of age.
Must pass a drug screen, MVR, Criminal History and DFPS History Check, Centralized Background Check Unit Texas Health and Human Services Eligibility and any background checks deemed to be necessary.
FBI Fingerprint Check.
Must have a valid driver's license, acceptable driving record and reliable transportation.
Lifting requirements of 50 lbs.
