General Statement of Duties

The police lieutenant assists the director, associate director, staff assistants (i.e. the command staff) with the day-to-day oversight and supervision of the department operations and provides direct administrative support to the command staff. The police lieutenant reports directly to the Associate Vice President for Public Safety and Risk Management (chief of police) and executive officer (associate director) of university police. 

 

Develops and implements a comprehensive community-interaction, community engagement, community policing and outreach program. Supervises university police officers (sergeants and patrol officers), dispatchers, institutional security officers and other police personnel.  Oversees and provides proactive supervision, assistance and direction to sergeants and officers as needed. Assists with supervisory staffing needs. Provides command oversight of incidents and investigations in the absence of a higher authority. On call twenty-four hours a day for emergencies and other critical situations (cell phone will be provided and required). May be required to work evenings and/or weekends depending on campus activity and the needs of the university. Assumes administrative and command responsibilities in the absence of the higher authority. As a key member of the police leadership team, is expected to be responsive to the public safety needs of the university community and broader community and may attend neighborhood meetings and respond to complaints in accordance with established policy.

 

Assists with the administration and oversight of university-wide parking operations, traffic management, and transit/transportation functions to ensure safe, efficient, and economical operation. Coordinates with university departments to promote the parking and transit programs to the University community and the broader community. In association with department technology staff, coordinates the purchase and distribution of parking permits for employees and students.

Duties and Responsibilities

  • Assigns, supervises, reviews and performs police responsibilities including the following:
    • Patrol of university buildings and grounds to ensure the safety of people and security of buildings and property
    • Required to perform all the duties of a law enforcement officer including those that may involve a personal safety risk while performing uniformed foot and bike patrol as well as operation of the department motor vehicles
    • Enforcement of the General Laws of the Commonwealth of Massachusetts, city by-laws and ordinances, and university rules, regulations and policies. Conducts official criminal and internal investigations as needed, supervises subordinates' investigations and works collaboratively with municipal, state, federal and other agencies in this regard
    • Refers violations to the university's student conduct system and/or the criminal court system, placing a person under arrest or protective custody when appropriate
    • Testifies in court and university conduct system hearings
    • Enforcement of parking rules and regulations. Assists with vehicular and pedestrian traffic. Provides safety escorts. Supervises crowd control at university events
    • Response to medical calls, fire alarms, and other campus emergencies, providing assistance as required
    • Provides leadership for the department's community interaction /community engagement  / community policing / outreach programs and crime prevention initiatives for students and other members of the community as part of regular patrols, presentations and at other times
    • Dispatching duties including radio dispatching, answering business and emergency phones, performing various computer duties, maintaining the department's media and confidential logs and other clerical tasks
    • Appropriate notification to department administrators, other university officials, and other agencies (if necessary) of significant incidents during the shift
  • Ability and willingness to be part of the departments supervisory team to include participation in regular supervisors' meetings, active support and promotion of department/university policies and philosophies, and promotion of collaboration both inside and outside the department
  • Assists the chief of police with the day-to-day oversight and supervision of campus safety and security operations including scheduling and special event coordination, parking and traffic. Assists with recruiting, hiring and retention of department personnel
  • Assist the chief of police with emergency management and mitigation measures, and environmental health and safety compliance
  • Provides training, support and direct supervision to subordinate employees, including the dispatchers. Reviews the performance of subordinate employees; provides input on evaluations based on personal observations, and completes written evaluations; counsels and, in consultation with superior officers, disciplines subordinates
  • Develops, implements, and evaluates a comprehensive community interaction / community engagement /community policing / outreach program for the entire university community including attending committee meetings and other community meetings, speeches and presentations
  • Routinely briefs the AVP/chief of police, command staff and other university administrators when appropriate and according to standard operating procedures. Prepares written reports and memoranda
  • Performs all other duties as may be assigned or required by law or by proper authority
  • May be responsible to be the lead investigator in Sexual Assault crimes
  • Act as administrator of all police computer systems and programs (NexGen, CJIS, ARMS, LEAPS, RMV Web, etc.)
  • Responsible for NIBRS, UCR, Felony Arrest and Clery Act statistics which are reported both monthly and yearly to the respective outside agencies
  • Act as a police administrator on the mass notification and emergency communication systems. Work closely with the Physical Security Systems Administrator and ITS department for all emergency communication systems
  • Work closely with physical security systems administrator on all technology matters
  • Responsible for maintaining, monitoring and review of the digital audio and visual recording systems including body worn cameras.
  • Oversee the Evidence Room and the Lost and Found office to ensure all property and evidence is accounted for and the proper records are kept
  • Assists in the management of and evaluates operations of all university parking lots and garages
  • Directs, manages, and evaluates contracted and student government association (SGA) shuttle vans
  • Plans, implements, and evaluates programs and activities related to parking, shuttle vans and parking lot operations
  • Oversees scheduling of all contracted shuttles and campus operated shuttle drivers
  • Supervises and coordinates the work of the contracted shuttle vans, shuttle drivers, parking assistants and parking enforcement officers
  • Develops solutions to various problems and challenges that impact the university’s transportation operations
  • Conducts administrative personnel investigations as required
  • Develops and creates other reports as needed
  • Receives and responds to all transportation & parking customer correspondence
  • Helps to maintain a customer service approach to transportation & parking business, recommends ways to improve customer satisfaction, and address customer dissatisfactions with appropriate explanations and referrals to the director of public safety/chief of university police
  • Conducts performance reviews on above mentioned staff
  • Manages the enforcement of ticket issuance and vehicle towing consistent with university policy
  • Fulfills roles and responsibilities as a Campus Security Authority (CSA) as defined by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act
  • Fulfills roles and responsibilities as a Responsible Employee (RE) as defined by Title IX of the Higher Education Amendments of the 1972, 20 USC, § 20 1681 & 34 C.F.R. Part 106
  • Serves on committees as assigned by the president
  • Demonstrates sensitivity to students, faculty and staff of varying racial, ethnic, religious, gender, cultural, disability, sexual orientation and socio-economic backgrounds
  • Demonstrates sensitivity to students with a diversity of learning styles
  • Serves as a role model and mentor for students as appropriate
  • Performs other duties as requested by the associate vice president for public safety and risk management
  • Qualifications

    Required Qualifications:

  • Bachelor's degree in Criminal Justice, police administration or a related field of study relevant to modern policing needs
  • Ten years of work experience in law enforcement
  • A minimum of five years of progressively responsible police or other law enforcement supervisory experience, preferably in a college/university setting
  • Must possess strong leadership, supervisory, communication and interpersonal skills necessary to build teamwork in the department and promote professional and cooperative relations with university community members, outside agencies and the general public
  • Must demonstrate organizational, problem-solving, and crisis management skills
  • Experience with and knowledge of modern, efficient campus law enforcement technologies and contemporary campus policing strategies, fire safety, OSHA compliance, emergency management, environmental health and safety, Infectious Disease Control, Sexual Assault, Domestic Violence, and prevention issues as well as local, state and federal laws including Clery Act, FERPA, NIBRS and completion and submission of mandated felony arrest statistics. Demonstrated willingness to keep up-to-date through department-sponsored training and other resources
  • Considerable knowledge of strategies designed to maximize positive community interactions
  • Working knowledge of fire alarm, intrusion alarm, and surveillance camera systems
  • Proficiency using Microsoft Office Suite, CJIS and similar programs
  • Experience handling confidential and sensitive information with the utmost discretion 
  • Experience with training staff on department policies and procedures
  • Appointee Must:

  • Possess POST-C certification or be able to obtain POST-C certification through demonstration/documentation of police training equivalency.
  • Possess and maintain a valid driver's license and not have a significant history of motor vehicle violations
  • Possess (or obtain) certifications in CPR, First Responder, AED, OC/pepper spray, and expandable baton
  • Possess (or obtain) appropriate Massachusetts License To Carry (LTC), unrestricted, for department approved weapons. Must maintain LTC as condition of continued employment
  • Have completed or be able to complete and pass an MPTC approved police firearms training course/certification to be issued and carry a department issued firearm
  • Must successfully complete medical/physical examination (including drug screening), physical agility test, written test, psychological screening, and background and credit checks
  • Preferred Qualifications:

  • Master’s degree
  • Office management experience with fiscal responsibilities
  • Working knowledge of computer aided dispatch and records management programs
  • Experience with law enforcement policy development and police accreditation (CALEA, IACLEA, MPAC).
  • Possess (or obtain) specialty training applicable to campus law enforcement, including but not limited to EMT training, crime prevention, Title IX RE, Clery Act, RAD training, instructor certifications in law enforcement and related disciplines
  • Experience with student development theory and diversity and the role of safety and security on a college campus
