Salary Depending on QualificationsUnder the general direction of the CEO, plans, organizes, directs, and integrates Planning and Service Development programs and activities for all transportation services provided by the San Joaquin Regional Transit District (RTD). Provides oversight and strategic direction for the entire department; and supervises assigned staff including subordinate Managers. Oversees, plans, develops all RTD service planning, service development, and scheduling of routes. This includes, but not limited to including urban fixed route, intercity, interregional, all paratransit (Dial-A-Ride) service, oversight and contract management of all contracted services, the Consolidated Transportation Services Agency (CTSA) functions, Van Go!, Hoppers, the e-Bike Program, and the My Ride program. Serves as a representative and spokesperson with other local and regional agencies on transportation planning issues within RTD's service area; performs related duties as assigned.This single incumbent class is responsible for service planning and scheduling for all fixed route, scheduled, and on-demand paratransit services to meet RTD's service standards for reliability, on time performance, and customer satisfaction. The incumbent is responsible for coordinating the assessment of agency transportation system performance with the Transportation Department and other departments to achieve cost effective utilization of RTD's fleet and operations staff, while attaining high levels of customer and stakeholder satisfaction. The incumbent is responsible for formulating, administering, and integrating processes to define and respond to unmet transit needs and develop and administer short-range and long-range transportation plans and service improvement initiatives to meet RTD's mission, vision, strategic goals, initiatives, and core values.

The incumbent must be able to perform the essential functions of this job with or without reasonable accommodations.Directs the activities of multiple functional units within the RTD’s Planning and Service Development Department, develops the departments overall work plan and coordinates all projects and tasks across functional units.Provides technical direction and supervision to subordinate staff, which may include Managers, Transportation Planners, clerical support staff and Interns. Directs the analysis and preparation of reports and recommendations for short and long-range transit service needs; and maintains adherence to transit regulatory policies and requirements, as well as resource needs, environmental impacts, and financial requirements. Consults and collaborates with staff in other RTD departments to develop RTD’s strategic vision and coordinate activities with union representatives, other transit and governmental agencies, community groups, and the public on a wide range of transit and service development issues. Manages long and short-range planning projects and studies, including surveys, data collection, and data analysis. Maintains the project calendar, project status, databases, records and files and prepares reports and correspondence.Leads the application of a comprehensive and deliberate planning process to identify the needs of the RTD's future service, develop and analyze alternatives, and facilitate decision making on the part of policy makers. Acts as RTD's spokesperson and liaison with external agencies and the public, makes presentations, and oversees the preparation of information responsive to their needs. Conducts needs assessments, cost benefits and other analysis in the preparation of long- and short-term capital and operating plans. Develops and administers department and project budgets for approval by the CEO and controls and monitors expenditures. Writes and presents reports, presentations, and Board reports to the Board of Directors. Develops, analyzes, and approves technical materials for public use at the request of District departments. Works collaboratively with RTD grants and governmental personnel to monitor Federal, State, and local developments and legislation that could affect transportation and may in collaboration with RTD governmental personnel provide periodic reports to the CEO and the Board on the effects of proposed legislation on RTD.Works with RTD staff to develop, review and analyze statistical performance data and to provide various Key Performance Indicator (KPI) reports, service performance scorecards and dashboards, and other analysis that will help educate and inform the CEO, the Board and management personnel about the performance of RTD’s services.Monitors and reviews all RTD directly operated and contracted services and recommends to the CEO service adjustments that will improve the overall performance of the routes. Convene Public Hearings as needed or required, including all Title VI analysis and reports.Supervises and provides direction to staff on the development and implementation of the fixed route bids. Works collaboratively with and regularly organizes meetings with the union regarding service changes and service compliance with the Collective Bargaining Agreement/Memorandum of Understanding and the service change and bidding process.Responsible for scheduling any mandated outreach programs associated with grants, and route planning including, but not limited to, Title VI analysis and major services changes requiring a public hearing.Plans, directs, coordinates, and reviews the work of department staff. Reviews and evaluates work products and develops/updates procedures and/or policies for the department and RTD in areas assigned.Develops, administers, and manages the department's annual budget. Responsible for forecasting funds required for staffing, equipment, training, etc., and monitors and approves spending to ensure compliance within the authorized budget limits.Leads in the selection, training, supervision and evaluations of staff. Establishes professional standards for work quality, productivity, performance, and accountability within the department. Fosters a continuous improvement environment and sets attainable stretch goals for team members.Performs other duties as assigned.Performs as a “hands-on working Director.”

The District offers a competitive employee benefit program that includes: INSURANCE: RTD provides comprehensive health and dental insurance package for all full-time employees and their dependents. RTD also provides $20,000 life insurance for all full-time employees. SICK LEAVE: Twelve (12) days per year for all full-time employees.VACATION: Two (2) weeks to six (6) weeks depending on length of service for full-time employees.RETIREMENT: RTD participates in a 401(a) retirement plan in which RTD provides a generous match.The provisions of this bulletin are subject to change without notice and do not constitute an express or implied contract.
