The San Manuel Human Resources department provides exceptional internal and external customer support while driving Human Resources (HR) functional excellence and process improvement. Under the direction of the Director of Talent Development, the Learning and Development (L&D) Manager is responsible for leading and managing the activities involved in the assessment, design, preparation, delivery, and evaluation of learning and development programs for enterprise leaders and employees. The L&D Manager identifies, recommends, and maintains appropriate learning paths for new employee orientation, leadership development, succession and bench strength, core HR 101 learning, career management, interpersonal skills and communication training while ensuring training curricula remains consistent with the Tribe’s Vision, Mission, and Values and captures the spirit of the Tribe’s culture.

Essential Duties & Responsibilities

1. Implements the enterprise training and development strategy so that workforce skills and performance meet the enterprise's current and future needs.

2. Strategizes with other HR professionals and stakeholders to identify learning opportunities that are appropriate and consistent with the overall learning strategy.

3. Develops and maintains the overall HR training plan to meet current and planned activities and initiatives.

4. Identifies, determines relevancy, and reports on appropriate learning KPIs and metrics that results in accurate ROI reporting.

5. Develops evaluation methods for program effectiveness; monitors, evaluates, and maintains learning content and programs for continued relevancy.

6. Leads, mentors, and develops a team of learning professionals, and directs all learning activities to ensure they are conducted efficiently and in accordance with policies and standards.

7. Develops standards and guidelines for delivery, style and content. 

8. Selects and manages ongoing relationships with external consultants, educational partners, training providers and other related vendors.

9. Stays current on and shares best practices, developments and innovations in adult learning so the enterprise’s training activities remain relevant.

10. Perform other duties as assigned to support the efficient operation of the department.

11. Other responsibilities, duties, tasks and assignments that contribute to the mitigation or response to the COVID-19 public health emergency

Supervisory Responsibilities

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.   Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education/Experience/Qualifications

  • Bachelor’s Degree in Human Resources, Organizational Development, Social Sciences, Business or related field required.
  • Master’s Degree preferred.
  • Minimum of three (3) years of solid customer service experience in a corporate environment as an internal practitioner/business partner providing Human Resources, Organizational Development or Training Services including; training design and delivery, and organizational development initiatives required.
  • Minimum of three (3) years designing, developing, and measuring the effectiveness of eLearning content.
  • Minimum five (5) years supervisory experience.
  • Learning Management System (LMS) proficiency.
  • Knowledge of principles, practices, and standards of Human Resources management preferred.
  • Equivalent combination of education and progressive, relevant and direct experience may be considered in lieu of minimum educational requirements indicated above.

  • Must possess excellent and persuasive communication skills, both verbal and written.
  • Must be able to maintain confidentiality while handling sensitive information.
  • Must be proficient with MS Office Suite (PowerPoint, Excel, Word and Outlook).

Certificates/Licenses/Registrations

  • At the discretion of the San Manuel Tribal Gaming Commission you may be required to obtain and maintain a gaming license.
  • A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the company’s insurance carrier.
  • CPLP or SHRM-CP desired.
