As an employee of Sarpy County, you receive regular pay for the services you provide at a rate of $78,690.00 per year. In addition to your salary, Sarpy County provides benefits, such as insurance and retirement, which are valued at up to $28,562.00  per year.  


Under the general direction of the Elected Official or designee, performs advanced engineering work including the review, design, and oversight of projects within the Public Works Department.  Work with consultants, developers, associated agencies, Public Works staff members, and other Sarpy County Departments. This position requires extensive responsibility and independent judgement.
 
SUPERVISION EXERCISED
Seek guidance, training, and mentoring from engineering staff. Some subordinate supervision may be assigned.Identify existing problems with County infrastructure and make recommendations for repair, replacement, or redesign.
Participate in the design of plans and specifications and manage projects performed by outside agencies.
Inspect projects to ensure that plans and specifications are followed during construction.
Manage and oversee consultant contracts for assigned projects, including monitoring project progress against schedule as well as quality of work and materials; preparing work-in-progress reports; and inspecting construction sites to ensure conformance to engineering plans, specifications, and construction and safety standards.
Design and draft projects accurately to produce plan sets and prepare specifications for bid letting using computer assisted drafting (CAD) equipment and software.
Establish and maintain effective cooperative working relationships with contractors, developers, vendors, property owners, consultants, County officials, supervisors, County employees, government agency representatives, and the general public.
Perform technical research and provide recommendations regarding engineering matters.
Use knowledge of hydraulics and hydrology for culvert and storm water design.
Review consultant design plans to ensure designs meet acceptable County, State, and Federal standards.
Consult with Senior Engineers during construction phase and recommend solutions to problems.
Work with Licensed Surveyor to research legal descriptions, property boundaries, and subdivision plans.
Participate in designing, and drafting and provide projects for signing and sealing by County Engineer or his/her designee.
Produce plan sets and prepare specifications for bid letting using industry-specific equipment and software.
Consult with surveyors and foreman during in-house grading projects to ensure proper staking and grading of roadway.
Analyze and interpret technical traffic engineering data, and plan and design appropriate traffic systems.
Develop traffic and transportation recommendations; and develop concepts, designs, and plans for civil engineering functions and all types of road-related projects.
Prepare correspondence and maps.
Respond to inquiries from contractors, developers, property owners, staff, County officials, other agencies, and the general public.
Review utility and project worksites to determine compliance with requirements for signs and barricades etc.
Perform site visits to obtain and analyze topographical details of sites.
Prepare right-of-way plans, tract maps, and property descriptions as required for use in the acquisition of property and easements for roadway construction projects.
Provide subject matter information for discussions with Planning Board and County Board regarding items such as engineering studies, projects, and development proposals.
Remain current in knowledge of trends, recent developments, technologies, current literature and sources of information in municipal public works engineering.
Assist the Senior Engineers with preparing, reviewing, and completing engineering studies, cost calculations, and project feasibility.
Assist in preparing, updating, and maintaining data and statistics for mandated reports (e.g. ADA accessibility surveys, NDOT, and Title VI reports).
Assist in intersection signal and channelization design.
Assist in the development of pavement management systems.
Report to assigned worksite with regular, predictable, and consistent attendance.

Peripheral Duties
Serve as a member of various employee committees, intradepartmental, and/or community boards as assigned or approved.
Attend various training courses, seminars, and conferences to maintain current engineering knowledge of trends, developments, and techniques.
Participate in public meeting forums as directed.
Perform other duties as assigned.Education and Experience
Bachelor's Degree in Civil Engineering or related field from an ABET and/or NCEES accredited university or college required.
Two (2) to four (4) years bona fide work experience in an engineering position required; work experience in public sector preferred.
Must be an Engineer-in-Training (EIT) or have recently passed the Fundamentals of Engineering (FE Exam) or obtain an EIT designation within 6 months of the hiring date.  

Special Requirements
Must possess and maintain a valid Driver's License and meet and maintain the Sarpy County 'acceptable driver' standards.
 
Necessary Knowledge, Skills and Abilities
Extensive knowledge of drafting, design techniques, and relevant software
Considerable knowledge of the principles and practices of engineering design, drafting, construction, operations, and surveying
Considerable knowledge of the factors needed to determine the types of field data needed as bases for effective design and the use of such data to develop complete construction plans
Working knowledge of and ability to interpret, apply, and enforce Laws, Codes, Ordinances, regulations, policies, procedures, and contracts fairly, with firmness, tact and impartiality
Working knowledge of urban and rural design and study principles, practices, investigations, construction, inspection, and methods as applicable to a municipal setting, including but not limited to traffic and transportation, storm and sanitary sewer construction, codes and standards, street construction and maintenance methods/materials, pavement management systems, and inspection and safety procedures
Working knowledge of hydraulics and hydrology necessary for culvert and bridge design
Knowledge of construction techniques, project planning, scheduling, and cost estimating
Knowledge of applicable County policies, laws, and regulations
Skill in organization and time management
Skill in reading, understanding, analyzing, interpreting, and applying engineering, architectural, and other construction drawings, plan sets, designs, and specifications
Skill in the collection and analysis of field data
Skill in developing and conducting presentations
Ability to review complex plans, specifications and engineer drawings for purpose, intent and completeness
Ability to develop project specifications, establish parameters for their completion, conduct inspections, and consult with architects, contractors, and other engineering professionals
Ability to calculate and analyze data and mathematical elements and draw logical conclusions
Ability to identify alternative solutions, predict consequences of proposed actions and implement recommendations in support of organizational goals
Ability to exercise sound, independent judgment
Ability to analyze specific data elements and draw logical conclusions
Ability to prioritize and complete projects within deadlines
Ability to manage and maintain confidential and sensitive information
Ability to oversee tasks with attention to detail and a high degree of accuracy

Ability to accurately perform mathematical calculations necessary to determine tolerances, specifications and loads, prepare cost estimates, and monitor and evaluate expenditures
Ability to communicate effectively, in English, both verbally and in writing
Ability to understand and follow exacting verbal and written instructions
Ability to present and explain technical concepts to non-technical personnel
Ability to accurately prepare and maintain various records, reports, correspondence, and documentation
Ability to use and/or operate a computer, Microsoft Office software, CAD and AutoCAD Civil3D, StormCAD GIS, Hydrology software, drafting tools, engineering calculator, multi-line phone, two-way radio, copier, fax, scanner, and printer.The physical demands and work environment described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is typically performed indoors in an office setting. The employee occasionally works outdoors in extreme weather or unpleasant conditions such as wet and/or humid conditions and/or exposed to fumes, airborne particles, or risk of electrical shock or vibration in high and/or precarious places. Work hours may include evenings, weekends, call-ins, and holidays. Work may be fast-paced when dealing with multiple priorities and/or time constraints. The noise level is typically quiet to moderate.
