Description
The Chief Information Officer (CIO) directs the planning and implementation of strategic and tactical IT initiatives, including managing the IT department’s outsourced technology focusing on cost effectiveness, efficiency, availability, security and revenue generation. The incumbent would have extensive Banking Operations knowledge and act as a critical leader, and driver of transformation, working in partnership with senior management in achieving goals and objectives. The CIO would lead a forward-thinking IT team, driving the day-to-day operations focused on service and delivery. The incumbent would also recognize new opportunities in cloud computing, data analytics, mobile, AI, digital modernization, fintech and cybersecurity.
Responsible for overseeing the Information Security functions and enterprise-wide regulatory compliance activities for the bank. Ensures that high-risk compliance areas are appropriately identified and readily addressed without undue interruption to the business of the Bank. Understands the strategic direction of the Bank and investigates ways to help the Bank reach its financial goals while remaining compliant. Effectively meets the expectations of diverse groups, including regulators, auditors, board of directors, senior managers, line managers and consumer and community groups. This position also supervises the Facilities and Security Officer.
Essential Functions:
- Set strategies and objectives aligned with the Bank’s strategic plan by creating a vision and mission for the IT function; along with the ability to convert the business strategy to technology execution.
- Provide assessment and direction on emerging technologies to ensure that the Bank’s IT capabilities respond to the digital business strategy.
- Working knowledge of various banking cores, specifically COCC Insight.
- General understanding of VM environment; using VMware, Citrix, with Microsoft OS.
- Extensive knowledge of cyber security concepts, principles, methods and products.
- Strong risk management skills and mindset. Conducts products and services risk assessments.
- Responsible for bank wide vendor management program, including performing due diligence on vendor documentation to identify risks, gaps, or issues.
- Monitor and analyze the banking industry technology trends; that could improve the Bank’s products and performance.
- Experience managing data centers, business continuity, disaster recovery, cybersecurity and other technology infrastructures.
- Provide leadership, coaching and direction to the IT team.
- Advise executive management on opportunities and risks associated with technology.
- Oversee telecommunications, network security, network infrastructure, and application support to ensure optimal uptime performance and security.
- Develop and maintain IT policies, programs, and procedures including supporting documentation.
- Oversees the administration of application access administrators to ensure employee access profiles are kept up to date.
- Manage IT third-party software and hardware suppliers and service providers. Strong negotiation skills to oversee various contracts and services
- Lead RPA automation to drive efficiencies throughout the bank.
- Responsible for overseeing the custom report writing process for the Bank which will include writing reports in Crystal Reports.
- Serves as project manager on various initiatives.
- Manage the IT budget including purchase of hardware and software.
- Develop, interpret and enforce banking regulations and company policies and programs, across all technical and data processing activities.
- Respond to and comply with audit, regulatory, and bank policies and procedures.
Requirements
- Ten (10) years minimum of relevant IT experience within the financial services industry with a multi-product, multi-market financial service provider preferably in community or commercial banking highly desirable.
- Five (5) years of management experience.
- Bachelor’s Degree is required in computer science, business administration, or a math, physics, or relevant engineering discipline. A Master’s Degree in one of these fields is preferred.
- Proven technology management leader in high-volume transaction environments; ideally combining an understanding of risk systems and their ensuing complexities.
- Certifications in MCSE, CISM, or CISSP would be preferred.
- Knowledge of project management principles and practices.
- Knowledge of principles and practices relating to strategic planning, workflow analysis and design, policy and procedure development and risk management.
- Knowledge of banking products, services and systems.
- Excellent oral and written communication and presentation skills.
- High reasoning skills including the ability to define problems, collect data, establish facts and draw valid conclusions.
- Ability to drive organizational change and build capabilities that optimize operational efficiency and deliver innovative and agile IT solutions.
- Ability to collaborate and relate well to all kinds of people, build appropriate rapport and constructive, effective relationships, and use tact and diplomacy to handle situations comfortably.
