Proposal Manager
SCOUT is pioneering critical capabilities to empower commercial and government spacecraft to better understand their surroundings through vision systems and Artificial Intelligence. We are looking for a Program Manager who is passionate about our industry and enjoys bringing structure and visibility into complex projects.
The Proposal Manager will play a critical role within SCOUT and be responsible for supporting or directing the initial lifecycle of our programs including proposal writing, contract management, schedule creation, and budgeting. They will coordinate with senior leadership to establish strategic-tactical alignment, and operate across the spectrum of research, development, and execution.

RESPONSIBILITIES:
- Own capture efforts via contract/proposal development, writing, and stakeholder engagement
- Proactively drive cost and schedule development/ideation for proposals
- Engage with the engineering team to develop and refine proposal strategies, map capabilities, and incorporate those into written proposals
- Develop documentation to support capture and ongoing program reporting
- Be a champion for continuous process improvement and for pushing the team’s capabilities forward
- Build and maintain excellent relationships and communications across all levels of corporate organization, customers, and contractor teams
- Provide project updates on a consistent basis to various stakeholders about proposal status
BASIC QUALIFICATIONS:
- Strong written and presentation skills
- Demonstrated ability to proactively engage and work with all levels of an organization/program
- Demonstrated technical aptitude
- 4 of professional experience in a combination of technical and program management disciplines (or 2 years of professional experience with a related Master’s degree)
- Experience with Federal Acquisition Regulations (FAR) or Defense Federal Acquisition Regulations (DFAR), or Department of Defense Contracts (DOD)
- Experience utilizing the Microsoft Office suite (Excel, Word, Powerpoint etc.)
PREFERRED SKILLS AND EXPERIENCE:
- Bachelor’s degree in an engineering discipline, physics, or equivalent
- Experience working with DoD customers; knowledge of DoD contractual terms, conditions and requirements
- Experience writing proposals
- Former military experience is helpful
- Familiarity with technical reporting and documentation standards for government customers (e.g. Technical Data Packages)
- Working knowledge of mission systems products, drawings/technical data, development and manufacturing processes

We are currently predominantly remote, and this is a remote position. As we scale our facilities and engineering team, there will be an opportunity to work in-person. Travel may be required at times for onsite work and in-person meetings.
