Job Summary:
The Labor and Compliance Manager will assist with labor relations and human resources matters, gathering, collecting, and maintaining documents and records required for contract and policy development, investigations, and negotiations. They will participate in the grievance management process for CBA locations. Conduct HR audits and programs to maintain company compliance with applicable laws/regulations. Handle all company talent policy creation, reviews, modifications. Review and prepare discipline, conduct investigations when/where appropriate and handle all off boarding processes and respond to employment related claims.
Supervisory Responsibilities:
- No direct reports but will be a program and compliance manager supporting 3 plant HR Managers and their HR teams as well as 1 corporate office.
- This position reports directly to the VP of HR and acts a member of the HR leadership team for the company.
REPORTS TO: VP Human Resources
Duties/Responsibilities:
Labor & Talent Relations:
- Handles routine labor relations and human resource inquiries related to policies, procedures, and bargaining agreements; refers complex matters to appropriate management staff.
- Serves as the initial contact and liaison for intake and assessment of employee complaints.
- Conducts initial interviews and gathers information for employee relations matters such as harassment allegations, work complaints, or other concerns; informs appropriate HR staff & leadership when additional investigation is required.
- Assists with recordkeeping related to hiring, termination, leave, transfer, and promotion particularly as related to Equal Employment Opportunity (EEO), affirmative action, and diversity initiatives.
- Collects information and data to assess cost and policy implications of negotiations and disputes. This may include management and union proposals, pay scales and wages, benefits, working conditions, and other mitigating circumstances.
- Conducts research and coordinates all efforts of compliance related to human resource policies, compensation, labor negotiations and all other HR programs; collects information, makes recommendations and works with leadership, legal and VP of Human Resources to implement needed actions where appropriate.
- Maintains knowledge and understanding of laws and regulations related to EEO, affirmative action, collective bargaining, unions, labor relations, and human resources.
- Assists with preparation of plans, policies, documents, and reports including EEO-1, affirmative action plans, organizational charts, labor agreements, and employee handbooks.
- Assists with preparation of documents and records required for contract negotiations, meetings, and negotiations with employee and labor organizations.
HR Compliance Management:
- Maintains and expands knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resource management. Identifies trends that could affect organizational objectives and/or operational resources. Interprets appropriate laws and policies and advises management and employees accordingly.
- Ensures compliance with applicable government regulations. Ensures timeliness and accuracy of required reporting. Prepares reports and applications required by law to be filed with federal and state agencies, such as EEOC, DOL, NLRB and other regulatory agencies. Maintains federal and state employment law postings. Handles all internal and external audit coordination related to HR programs, policies or employee benefit offerings.
- Conducts and maintains people audit processes and practices as required.
- Act as a SME and facilitation partner for all people compliance trainings.
- Manages the unemployment claims processing, as required.
Other Duties:
- Regularly participates in routine HR & business meetings.
- Serves as project leader and coordinator, as assigned.

Education and Experience:
- Required:
- Bachelor’s degree in Human Resources, Labor Relations, or related field or equivalent HR experience required.
- At least 5 years of professional human resource experience required
- At least 3 years of labor/industrial relations HR experience required.
- Preferred:
- PHR/SPHR and/or SHRM-CP or SHRM-SCP preferred.
- Manufacturing, Agriculture, or Food & Beverage experience is a plus.
- Bilingual in English/Spanish a plus.
