Position Summary
The Talent Acquisition and Development Manager (TAD Manager) will conduct the assessment, development, implementation, and evaluation of full-cycle recruitment and all talent development programs that support SCC’s mission, vision, and strategic goals. The TAD Manager contributes to the overall success of the organization by providing an exceptional candidate and employee experience throughout the recruitment cycle, providing a positive and inspiring On-Boarding experience, further developing and implementing training plans and curriculum throughout the employment lifecycle, and creating an environment of continuous growth and learning. Through fostering positive work partnerships and employee experiences, the TAD Manager will drive operational excellence through all HR processes.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Partner with organization leadership to develop, articulate, and promote an authentic and compelling employer brand.
- Responsible for all phases of recruitment including sourcing, posting requisitions, candidate review, scheduling interviews, and extending offer letters.
- Develop communication norms that lead to a positive experience for all candidates throughout the recruitment lifecycle.
- Determine the optimal strategy for sourcing candidates, including employee referrals, social media, job boards, campus career centers and other mediums.
- Use and manage applicant tracking systems and vendor management tools to communicate with and track candidates through the recruitment experience.
- Partner with HR Leadership to support general project management and workforce planning strategies.
- Maintain recruitment statistics including hiring demographics, time to fill and any other important metrics as requested. Utilize these metrics to guide strategic and operational decisions across the HR function.
- Assist in the coordination of other recruiting activities as needed.
- Partner with organizational leadership to develop and implement robust training and development programs, blending in-house content delivery and external expertise; inclusive of compliance, job-specific and leadership trainings.
- Responsible for all training records, certification monitoring, and course scheduling while keeping current on safety trainings and trends.
- Lead discovery and needs analysis processes that surface and articulate root causes, learner and performance needs, preferences, and gaps. Report findings with recommend solutions.
- Advocate for the learner’s experience in design and development phases using data gathered while conducting focus groups, usability tests, and pilots.
- Understand organizational business priorities and accurately represent partners during key decision-making opportunities.
- Lead the development from ideation to implementation of succession, mentorship, and internship programs and coordinate the strategies with the Executive and Human Resources teams.
- Serve as key thought partner to HR Leadership. Be a role model, mentor, and collaborator for the HR team.
- Create an inclusive environment for employees and stakeholders.

Minimum Qualifications:
- Two (2) years of recruiter experience (sourcing, screening, and onboarding candidates).
- Two (2) years of experience developing customized training programs in a professional setting.
- Associates Degree
Preferred Qualifications:
- 3 years of full lifecycle recruiting experience with a combination of experience shaping and managing training programs.
- Proven history of designing and managing complex processes while successfully implementing organizational change.
- Excellent communication skills with the ability to build strong relationships, influence outcomes, and gain respect as a trusted advisor.
- Experience in UKG Workforce Ready and ADP
- Experience in navigating collective bargaining agreements
- HRCI, SHRM, ATD certifications
- Bachelor's degree

Schedule: Typically, Monday to Friday. Flexibility to work evenings/weekends dependent on event schedule.
Work Location: Seattle, WA 98101. Hybrid schedule with 1-2 days per week remote available after 90 days of employment.
