POSITION: Air Defense Coordinator
LOCATION: Lansing, MI
SECURITY CLEARANCE: Secret
Objective:
Provides accessible readiness opportunities as Air Defense Integration in matters of developing policy recommendations and providing technical guidance and advice to the Northern Strike Command Team and Staff.
Background:
Northern Strike (NS) provides readiness building opportunities for all services and components to achieve or sustain proficiency in conducting sustainment of deployed forces, conducting joint fires, and conducting intra-theater airlift in a joint, multinational, decisive action environment that is scalable to meet unit requirements. NS is a JCS J7/JNTC accredited, HQDA Sponsored and NGB managed joint Combined Arms Live Fire Exercise (CALFEX). Northern Strike 2023 (NS23) has a planned execution of 05 – 19 August 2023. The exercise utilizes a 270-day Joint Exercise Life Cycle (JELC) containing several events that ensure successful execution. These events allow participating units to coordinate, synchronize and identify deficiencies. Planning the exercise is the responsibility of the Northern Strike Planning Group (NSPG).
Responsibilities:
- Review requirements of RTUs in training and desired outcomes, integrate those requirements with Universal Joint Tasks List and Joint Mission Essential Tasks as they apply to Air Defense Integration.
- Coordinate training support from external Army Air Defense commands, military agencies, and DoD and non-government agencies as required.
- Coordinate with appropriate operations personnel as directed by the COR, leadership, and Range Control in order to better facilitate training of RTUs. For known capability gaps, identify white cell requirements for each and communicate to the lead Ver. June 2021 15 Aviation, Fires, and ADAM Training Planners for resourcing a minimum of 90 days prior to exercise execution.
- Develop policy recommendations and provide technical guidance and advice to the Northern Strike Command Team and Staff on TDL implementation, employment, capabilities, and integration for all Army mission command systems to include applicable crew certifications required to meet training requirements. Contractor shall assist in planning and coordinating multiple Planning Conferences leading up to the exercise.
- During exercise execution: Generally, in 4th Quarter of every Fiscal Year (Fiscal Year run from October to September), the contractor shall be required to be present at the exercise including any foundation/academy requirements on the front end of the exercise. On site requirements at execution is normally four weeks or less as determined by the exercise leadership.
- Supervise, coordinate, and manage the operations and integration of the Joint Multi-Tactical Data Link (TDL) Architecture (MTA) associated with Army Air and Missile Defense mission command systems to support Exercise Northern Strike. Contractor shall provide coordination and integration of various Army Air Defense mission command systems to include hardware, software, and commercial off the shelf (COTS) systems that provide Situational Awareness (SA), Early Warning, and Air Space Management for participating RTUs.
- Post execution: Collect lessons learned and best practices during execution. The contractor shall consolidate lessons learned, provide valuable input with Lessons Learned SME, the Northern Strike Aviation and Fires Training cells in writing the After Action Report (AAR).
Minimum Experience / Education:
- Prior experience in the role of a Military Occupational Specialty (MOS)140A - Air and Missile Defense (AMD) Systems Integration and have demonstrated experience working in a Brigade or higher element producing reports and providing Air Defense Integration support at Brigade or higher level.
- Have documented experience with Tactical Data Links, computer repair, computer networking or tactical communication and be capable of providing reports, technical guidance and mentorship to multiple military branch organizations and possess skills in developing policy recommendations and provide technical guidance and advice to the Northern Strike Command Team and Staff on the management and operation of in managing the operations and integration of the Joint Multi-Tactical Data Link (TDL) Architecture (MTA) associated with Army Air and Missile Defense mission command systems.
- Have expertise and knowledge of Mission Command, The Military Decision Making Process, and other Joint Operational Planning Process (JOPP) functions.
- Have familiarity with the following systems: Air and Missile Defense Planning Control Systems (AMDPCS), Counter-Rocket, Artillery, and Mortar Command and Control (CRAM C2) Systems, Forward Area Air Defense Command, Control, and Intelligence (FAAD C2I), Forward Based Radar Sensor Management Cells (FBM SMC), Patriot Information Coordination Centrals (ICC), Patriot Tactical Command Systems (TCS), THAAD Launcher Control Station (LCS), Theater Missile-Warning Detachments (TMWD).
