Director of Contracts

Full-Time Aberdeen, MD

Semper Valens Solutions (SVS) is looking for a motivated self-starter who can work independently and as part of a team in a dynamic environment. The selected candidate will oversee a diverse portfolio of contracts and must have experience providing cradle-to-grave contract administration support for FFP, CPFF, and T&M government contracts; including RFP analysis, hands-on proposal development, and coordination of appropriate internal reviews, contract negotiation, and contract/task order administration and execution.

Please note: The work location for this position can be either San Antonio, TX, Sierra Vista, AZ, or Aberdeen, MD.

Primary Responsibilities

  • Candidate will be responsible for overall contract compliance of assigned tasks in accordance with contract requirements, company policy and procedures, and applicable laws.
  • Candidate must be able to work independently as well as part of a team of contract professionals supporting proposal preparation and a portfolio of contracts.
  • Ability to lead the review and analysis of RFP's, prepare compliant and cost/price proposals, and represent SVS’s interests during negotiations and contract administration.
  • Multi-task and prioritize work activities in a fast-paced environment and effectively communicate at all levels within the organization.
  • Frequently interact both orally and face to face with other contracts and procurement staff, functional peers, management, and external and internal customers (including company executives).
  • Identify and mitigate contract risks as well as coordinate appropriate reviews in accordance with SVS policy and procedures. Lead the review and analysis of RFPs, review and negotiate Teaming Agreements, NDAs, and licenses as required, prepare compliant and complete Contracts Volumes and OCI Plans and represent SVS interests during negotiations and contract administration.
  • Responsible for the overall contract execution and compliance of assigned tasks in accordance with contract requirements, federal/agency regulations, company policy and procedures, and applicable laws for both CONUS and OCONUS performance locations.
  • Work closely with the functional Team to become a trusted adviser by achieving day-to-day contracting and program objectives with significant impact on operational results or project deliverables.
  • Proactively engage with customer (Government) contracting counterparts to build enduring relationships.

Minimum Qualifications

  • Demonstrated experience with and knowledge of the Federal Acquisition Regulation (FAR) guidelines and US Government contracting
  • Federal or military contracting experience
  • Experience conducting a wide range of acquisition lifecycle activities, including:
    • Acquisition planning
    • Contract awarding and closeout activities
    • Source selection
    • Firm fixed-price contracts
    • Cost and price analysis and negotiation experience
    • Cost plus and cost reimbursement
  • Bachelor’s degree in one of the following fields or related studies:
    • Accounting
    • Communications
    • Economics
    • English
    • Finance
    • Management
    • Pre-Law
    • Supply Chain Management
  • Strong analytic and critical thinking skills
  • Exceptional customer service skills
  • Excellent written and verbal communications skills
  • Attention to administrative detail
  • Ability to multi-task in a fast-paced environment

Desired Qualifications

  • At least one of the following designations:
    • Certified Federal Contracts Manager (CFCM)
    • Certified Commercial Contracts Manager (CCCM)
    • Certified Professional Contracts Manager (CPCM)
    • Defense Acquisitions Workforce Improvement Act (DAWIA) certification
  • Advanced degree in Business, Public Administration or Law
