POSITION SCOPE

This person reports to the Export Compliance Manager (ECM) to provide support in administrating the export compliance program to cross functional departments within Teijin Carbon America, Inc. (TCA) and other Teijin Carbon Fiber Business Units (CFBU).

The specialist will maintain up-to-date knowledge of the latest regulations from the Bureau of Industry and Security (BIS) Export Administration Regulations (EAR),  Department of Defense, Office of Foreign Asset Control, and other governing regulatory bodies that impact restrictions/regulations on exports and implement processes to support the most current regulations. In addition they will improve processes at TCA to ensure compliance in all departments that have a direct or indirect responsibility for export compliance and to prevent export escapes. The specialist will screen entities in the Consolidated Screening List, thoroughly researches supply chains for red flag indicators, and maintains detailed proof of customer and product research and classifiy export items and submits export application to BIS. In addition they will support the ECM in new employee training and annual training on export compliance regulations and Teijin Rules and prresent self in a professionally at seminars/conferences, with customers, and government regulatory officers. Maintains strict confidentiality of Teijin proprietary information.

 

Essential DUTIEs AND Responsibilities:

 

  • Classify TCA products/technology with ECCN number based on BIS EAR guidelines.
  • Assign Schedule B Harmonization Codes as defined by US Census Bureau, to support exports and imports of product/technology. Periodically review exports filings in ACE portal and send request for corrections to freight forwarders.
  • Use risk-based analysis to develop and maintain processes to support appropriate export control.
  • Interact with global colleagues to ensure that all units Carbon Fiber Business Units maintain compliance with Teijin Rules, US trade/regulations, and global trade/regulations.
  • Establish procedures based on Teijin Rules, BIS EAR regulations, and other US government agencies to assist in compliance with global regulations.
  • Respond immediately to  Federal Enforcement Officers, BIS officers, and other US government agency requests for information as it relates to exports of product/technology, export documentation, visitation screening, concerns of lost product/diversion, and proof of  item classification.
  • Periodically screen public domains to ensure Teijin material is not being sold by third parties.
  • Remain current on changes in Teijin Rules, EAR regulations, embargoes, restrictions, and treaties.
  • Understand DPAS Rated Orders in relationship to US manufactured items.
  • Submit applications for US Export Licenses, as required by BIS EAR regulations.
  • Screen visitors using the US consolidated screening list to ensure to the site for previous export violations and maintain records of site visitors.
  • Screen customers against all relevant Government restricted lists.
  • Supervise activity of Customer Service shipments.
  • Support Sales in compiling customer profiles and periodic reviews of customers.
  • Review Customer Profiles, Letters of Assurance, and Purchase orders for accuracy.
  • Maintain tracker of customer profile reviews, acceptable products for customer applications, and frequency of reviews.
  • Verify that any foreign nationals that work for TCA are operating within the restrictions of the EAR regulations.
  • Track export events and provide periodic status reports to management.

Basic Qualifications:

  • BS Degree. International business, Export Compliance and/or EAR experience is beneficial.
  • Useful Certificates:  Certified Classification Specialist (CCS), Duty Drawback Specialist (DBS), Export Control Specialist (ECS),  Customs Broker
  • Experience interpreting government regulations and interacting with Federal Agencies is desirable. Or previous experience in Quality or Audit systems.
  • Must be able to communicate cross culturally, both to understand and be understood.

Preferred Qualifications

  • Knowledge of Japanese and German business and export laws would be helpful.
