Sierra7, Inc. is seeking a Program Analyst-Sr. to support and advise the Program Manager in planning, managing, and evaluating programs, operations, and processes. The Program Analyst’s responsibilities include conducting research, analyzing complex data sets and systems, identifying trends, and preparing reports and recommendations. You will also be responsible for drafting policies and procedures, assisting with budgeting processes, tracking, and evaluating operational and program performance, and identifying and resolving any issues. To be successful as a Program Analyst, the candidate should be able to provide expert guidance to optimize systems, procedures, and processes, evaluate operational and program effectiveness and develop solutions to make improvements or address performance issues. An outstanding Program Analyst should have strong project management, analytical thinking, and problem-solving skills. The candidate will be well versed in agile program management methodologies, willing to support the company proposal process, and provide input and feedback for continuous improvement in customer and delivery services.
Additionally, program scope includes providing integrated program management that will allow PMOP to collaboratively support all initiatives, workstreams, and project teams. This includes aligning between the existing infrastructure of the PMOP program Veteran Health Administration Central Office (VHACO) and with all Pain Management Teams (VA Medical Centers) to seamlessly support integrated clinical activities and program support.
Position Responsibilities:
• Self-directed team member who provides project and program level support and analysis, reporting, and documentation writing services.
• Ability to complete data analysis, generate stakeholder communications and meeting minutes, gather and organize requirements and other information as needed.
• Under direct supervision and support from Project Manager, candidate will lead a team of three (3) to ten (10) staff ensuring adherence to project schedule; monitoring the quality of the team’s deliverables; approve team member timecards; provide input into team member annual performance reviews
• Willingness to work multiple projects, support proposals, and complete ad hoc data management requests and projects
• Experience in creating, applying, and maintaining tools to track project tasks, including cost, schedule, and risk / issues data.
• Experience with Project Management tools – Word, Excel, PowerPoint, MS Teams/Skype, MS Project.
• Ability to produce and deliver detailed status reports, routine and ad hoc reports, and briefings.
• Provide meeting planning and facilitation, including project team meetings, document reviews, and client-driven meetings.
• Must be organized and have effective time management skills. (CMMI)
• Coordinate and monitor timely and effective completion of actions items, risks, and issues.
• Strong written communication skills to support the creation and maintaining of project artifact plans and deliverables.
• Strong oral skills. Experience communicating and coordinating with internal management, the project manager and team, customers, and other vendors.
