General Summary
Under general supervision, the Manager of Labor and Employee Relations administers the Authority’s labor and employee relations programs.
Duties and Responsibilities
Participates in the preparation for and negotiation of Authority labor agreements.
Manages grievance procedures to handle complaints that result from disputes with unionized employees over the collective bargaining agreement, work rules, and labor agreement interpretation.
Supervises the work of Labor Relations staff.
Advises management and supervisory staff on labor agreement interpretation, Authority policies, disciplinary matters, and related labor relations issues. Provides guidance to employees and union representatives regarding same.
May conduct disciplinary investigations as assigned.
Works with supervisory staff of unionized employees to ensure compliance and consistent application of labor agreement provisions.
Reviews existing policies, procedures, work rules and labor agreement provisions to identify potential labor relations implications; recommends changes as appropriate.
Assists in developing, implementing and revising work rules and disciplinary procedures governing bargaining unit employees.
Assists legal staff in research and preparation for arbitration; oversees record retention of arbitration opinions and awards.
Prepares statistical data using records of actions taken concerning grievances, arbitration, and related labor relations activities to identify problem areas.
Oversees administration of layoff and recall process resulting from reductions in workforce.
Oversees investigation of and response preparation for unemployment compensation claims; may represent the Authority at Unemployment Insurance Agency (UIA) hearings.
Prepares annual budget for Labor Relations section of the Human Resources Department.
Performs other duties as assigned.
Knowledge, Skills and Abilities
Bachelor’s degree in Business Administration, Labor/Industrial Relations, Public Administration, or related field.
Six years of progressive experience in labor relations including preparation and negotiation of labor contracts and contract interpretation.
A combination of education and experience may be substituted for minimum requirements.
Knowledge of EEO/AA, UIA and MERC policies and procedures, and arbitration proceedings.
Strong analytical skills.
Effective written and verbal communication skills.
Proficient in the use of Windows-based word processing and spreadsheet applications.
