Job Description

The Contracts Specialist is responsible for the full range of cradle to grave contracts/subcontracts support services to include subcontract management, nondisclosure agreements, bailment agreements, teaming agreements, vendor agreements, invoice support, audits and closeout. The contract specialist embraces and represents the SoarTech core values (Innovative, Honest, Customer Focused, Respectful, Integrity and People) in all aspects of their duties and responsibilities.

Duties and Responsibilities

  • Develops, negotiates, and administers assigned contracts/subcontracts, purchase orders, nondisclosure agreements (NDAs), teaming agreements (TAs), and other related agreements in accordance with Company policies and procedures, and customer requirements.
  • Administers contracts/subcontracts through pre-award planning, proposals support, subcontract award, post-award administration, and closeout.
  • Prepare requests for proposals (RFPs) and request for quotes (RFQs). Analyzes significant and/or unique subcontract requirements, special provisions, terms, and conditions to ensure compliance with applicable laws, regulations, and corporate policies.
  • In coordination with program management and other departments, draft contract/subcontract statements of work.
  • Performs purchasing responsibilities through Deltek Costpoint and or company credit card.
  • Supports property management of company and government assets.
  • Documents all actions in accordance with the Federal Acquisition Regulations (FAR) and company policy.
  • Supports new business activities including issuing NDAs, TAs, soliciting subcontractor proposals, negotiating subcontractor pricing, and evaluating proposal submissions.
  • Performs analyses on proposed subcontractor pricing to ensure price reasonableness.
  • Manages and updates tracking and metrics on subcontracts, purchase orders, and other agreements.
  • Enters and manages data in the Deltek Costpoint system.
  • Participates in and/or manages special projects as required.
  • Provides contractual guidance to business team members relative to subcontracts.
  • Manages subcontract change control process.
  • Develops negotiation strategy and leads negotiation team on subcontract issues.
  • Functions as a subject matter expert on selected areas and issues.
  • Assists in identification, development, and implementation of new subcontract and procurement policies and procedures.
  • Other duties as assigned.

Required Skills and Experience

  • Bachelor s degree with business emphasis or other concentration plus 24 semester hours of business-related courses.
  • Three or more years of business or related experience.
  • Previous experience with Government Contracts.
  • Ability to draft moderate to complex, routine contract documents.
  • Working to excellent knowledge of subcontracts and purchasing requirements coupled with the ability to identify required improvement to established policies.
  • Working to expert knowledge of contracting concepts, Uniform Commercial Code (UCC), applicable public contract acquisition law and regulations, and applicable international contract law.
  • Strong to excellent analytical and communication skills.
  • Good presentation, leadership, and team-building skills.
  • Use of independent judgment and creativity applied to the resolution of contract issues.
  • Excellent internal and external negotiation skills.
  • Working knowledge of Federal Acquisition Regulation (FAR) and supplements.
  • Additional knowledge/skills may be required by contract or assignment.
  • Working knowledge of Deltek Costpoint or similar system.
  • Proficient in Microsoft Word, Excel, Powerpoint.
  • Ability to obtain and maintain a Department of Defense (DOD) Security Clearance.

Preferred Skills (Not Required)

  • Certified Professional Contract Manager (CPCM) or Certified Federal Contract Manager (CFCM).
  • An active Department of Defense (DOD) Security Clearance.

Physical Requirements

  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
