Overview of the Position

The Senior Proposal Manager works to develop proposal outlines, compliance matrices proposal schedules, and provide leadership and direction to cross-functional teams assigned to work proposal efforts. The proposal manger ensures that the proposal response is compliant, compelling, and completed on schedule. The proposal manager works with the capture manager to ensure that the opportunity strategies, solutions, themes, and discriminators are woven into the proposal response. The proposal manager ensures that the proposal is completed and delivered to the Government within the prescribed time periods. They develop all Proposal Development materials including but not limited to: Proposal Outline, Compliance Matrix, Proposal Management Plan, Proposal Kick-off Meeting materials, Storyboard and Writing Plans. They review proposal sections developed by members of proposal teams, providing guidance and recommendations, and editing sections as appropriate.

 

 

Essential Duties and Responsibilities

  • Responsible for comprehensive management of discrete proposal efforts;
  • Participate in strategy sessions on assigned proposals and manage proposal efforts from initial to end submissions;
  • Lead proposal and other responses to Government requests (RFI, RFQ);
  • Support efforts to enhance standard proposal libraries in support of organization - wide proposal development tools and templates;
  • Work closely to support BD team on execution of full processes and practices;
  • Ensuring collaborating and close communication with proposal pricing teams;
  • Onboarding and managing all proposal resources - internal and external (writers, editors, partners, vendors, etc.);
  • Adherence to all proposal calendars and schedules;
  • Support customer negotiations;
  • Work in partnership with internal teams to develop a solution, proposal, and other required documentation;
  • Ensure proposals are properly scoped, evaluate assumptions, identify risks, evaluate cost, and ensure responses meet requirements;
  • Lead proposal review meetings to ensure integration of all proposal activities;
  • Lead proposal writing and identify subject matter experts that can effectively contribute to responding to proposal requests;
  • Develop proposal schedule and ensure milestones/tasks are met by internal teams;
  • Help develop presentation materials for both internal and external needs and ensure consistency and adherence to company’s requirements;
  • Drive teams through all stages of proposal development activities, pricing, and submissions;
  • Interpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RTEPs, RFIs);
  • Oversee/produce schedules, outlines, compliance matrices, proposal kickoffs, and technical solution sessions;
  • Facilitate proposal reviews (e.g., Initial Draft, Red Team) and make ongoing recommendations to ensure compliance and increase proposal scoring;
  • Maintain tight, proactive communication with proposal and business unit leadership to ensure all necessary resources and activities are available to achieve a successful proposal submission;
  • Manage multiple proposal tasks with sometimes rapid turnaround deadlines.

Requirements

 

Basic Qualifications

  • BA degree and 5-7 years of prior relevant experience;
  • Exhibit leadership qualities required to coordinate and lead meetings with internal and external stakeholders;
  • Strong customer communication skills, with the ability to illustrate a clear understanding of RFPs/SOOs/SOWs;
  • Prior experience in the development and management of federal contract proposals;
  • Strong analysis skills, with the ability to identify and improve processes and determine needs to successfully deliver proposals in short turnaround timeframes;
  • Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment;
  • Utilization of tools such as SharePoint, MS Project, Excel, and Word;
  • Excellent verbal and written communication skills, with the ability to succulently communicate;
  • Ability to manage multiple projects simultaneously;
  • Ability to create original content using interview and research techniques.

 

Preferred Qualifications

  • Experience with Program/Project Management principles and concepts;
  • Considered a Subject Matter Expert in Proposal Management;
  • Government proposal management experience and services procurements;
  • Ability to remain upbeat, positive, and constructive within a dynamic environment operating under high-pressure deadlines.
