Main Purpose: The Mission of our school is to provide a safe and enriching learning environment where the whole student is nurtured and developed. Core Accountabilities: Under limited supervision, this position performs a variety of supervisory and administrative tasks in overseeing and monitoring the operation of programs for exceptional students at Southern Wake Academy. The role of this position is to plan, develop, and implement a comprehensive program for students with disabilities which assesses the needs of students, establishes objectives and priorities, assigns responsibilities to staff, and develops strategies to achieve stated objectives and evaluate programs.

  • Provides direction, consultation and supervision to program employee
  • Consults with centrally based staff and school-based staff on individual cases and on interpretation of federal, state, and local policies and procedures
  • Develops and implements standards, policies and procedures related to exceptional child services
  • Develops short- and long-range goals for the division
  • Monitors the progress of various services; make recommendations for changes
  • Works in conjunction with the State Department of Public Instruction, the Office for Civil Rights, and various other agencies to meet the needs of students
  • Prepares and monitors contracts with individuals and agencies for special services not available through the school system
  • Ensures compliance of programs with federal, state, and local regulations
  • Coordinates with local agencies, parents and school personnel to resolve problems and secure needed resources and services
  • Responds to calls and correspondence regarding programs and services offered
  • Supervises and conducts personnel administration duties for staff, including hiring and terminations, staff development, evaluating, assigning special duties, monitoring attendance and travel reports, and granting leave
  • Assists in the preparation of budgets for the programs
  • Coordinates with other departments or agencies to ensure maximum services
  • Monitors expenditures of approved budgets
  • Supervises the use of the Comprehensive Exceptional Children Accountability System (ECATS) for the State Department of Public Instruction
  • Consults with the school board attorney, advocacy groups and doctorates in regards to individual cases when necessary

Essential Knowledge:

  • Knowledge of local, state and federal policies and procedures regarding exceptional children
  • Knowledge of the school board policies, procedures and standards regarding education
  • Knowledge of the organization and communication channels of the school system
  • Knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state and local laws, rules and regulations
  • Knowledge of the current literature, trends, methods and developments in the area of exceptional children
  • Knowledge of the principles of supervision, organization and administration
  • General knowledge of the NC Standard Course of Study, the NC Extended Content Standards and the Occupational Course of Study
  • Demonstrated ability to lead and supervise others in the field of special education
  • Knowledge of NCDPI rules, regulations and requirements pertaining to EC programs
  • Skill in counseling and developing staff
  • Ability to assess the needs of students
  • Ability to develop and implement policies, procedures and standards
  • Ability to evaluate the effectiveness of existing programs and make recommendations for improvement
  • Ability to motivate, influence and shape individuals in order to assure continuous organizational development and improvement
  • Ability to maintain complete and accurate confidential records and statistics and to develop meaningful reports from that information
  • Ability to interpret educational policies and procedures
  • Ability to create, implement and monitor annual budgets and long-range plans
  • Ability to effectively express ideas orally and in writing
  • Ability to make oral presentations before large groups of people
  • Ability to use a computer and current word processing programs, create spreadsheets, and access online tools
  • Ability to establish and maintain effective working relationships as necessitated by work assignments

Education and Experience:

  • Master’s Degree from an accredited institution in Special Education, EC Program Administration, Public Administration or other related area
  • Six (6) to nine (9) years of experience as a program administrator
  • Any equivalent combination of training and experience that provides the required knowledge, skills and abilities
  • Valid NC licensure in Special Education/ Exceptional Children
  • Valid NC licensure in EC Program Administration or School Administration

The physical activity of this position.

  • Balancing. Maintaining body equilibrium to prevent falling and walking, standing or crouching on narrow, slippery, or erratically moving surfaces. This factor is important if the amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Stooping. Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Kneeling. Bending legs at knee to come to a rest on knee or knees.
  • Crouching. Bending the body downward and forward by bending leg and spine.
  • Crawling. Moving about on hands and knees or hands and feet.
  • Reaching. Extending hand(s) and arm(s) in any direction.
  • Standing. Particularly for sustained periods of time. Approximate Duration 8 hours
  • Walking. Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
  • Pushing. Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
  • Pulling. Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.

  • Fingering. Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand as in handling.
