The Manager Fuel Quality and Compliance delivers on our Purpose by serving as a liaison between Southwest and the Federal Aviation Administration (FAA) and is responsible for the oversight and management of all on-airport jet fuel services, infrastructure, safety, and quality control.
This role provides leadership to the Fuel Operations Team to establish procedures for aircraft fueling, fuel contamination, fire protection, and passenger safety during fueling operations.

This role is a hybrid position based out of our Corporate Campus in Dallas, TX, which requires Employees to work onsite on our Corporate Campus at least three days a week.

Responsibilities
- Primary point of contact with FAA on matters related to fuel quality and handling procedures and fuel audit findings including contractor performance and schedule of audits.
- Primary point of contact with Technical Operations Regulatory Compliance, Technical Operations Quality Assurance, Safety, NOC, and Flight Ops in dealings with the FAA, DOD and other regulatory agencies regarding Fueling and Fuel Quality issues.
- Manages the activities of the Fuel Operations Auditors, in conducting risk-based audits of Southwest Airlines' fuel contractor's operations and facilities to assure compliance with applicable requirements.
Primary activities include : a) Ensures fuel quality audits are performed as scheduled to meet the requirements of the SWA Fueling and Fuel Quality Manualb) Audits fuel quality and fuel testing procedures and records for adherence to specification and standardsc) Examines fuel equipment for adequacy and adherence to industry safety standardsd) Reviews training records for adherence to Southwest requirementse) Grades performance of the fuel operator / contractorf) Prepares and submits detailed audit reports to appropriate parties outlining audit findings and recommended corrective action that is required to be compliant with regulator and / or Southwest standardsg) Immediately notifies all appropriate parties of any potentially serious areas of non-complianceh) Follow-up systematically to ensure that non-compliant items have been made complianti) Inspects and evaluates for acceptability the fuel facilities, equipment and staffing capability of potential new fuel service contractors.
Reviews Fuel Operations Auditors findings and evaluates auditor performance.
Represent SWA as our technical representative regarding fuel handling and quality issues on standing industry committees including ATA 103, SAE G-16 and ASTM.
Currently Chair of ATA 103 fuel committee. Participate in ad hoc industry forums and working groups.
- Maintains the SWA Fueling and Fuel Quality Manual to ensure that it is current with respect to regulatory and industry requirements and best practices.
- Maintains the SWA Fuel training materials to ensure that they are current with respect to regulatory and industry requirements, the SWA Fueling and Fuel Quality Manual and best practices.
- Keeps senior Fuel Strategy & Management Leadership informed as to fueling contractor performance in the areas of regulatory compliance and quality assurance.
- Coordinates with the Fuel Operations Specialists or Regional Managers in evaluating potential new fueling contractors to determine their suitability in providing fueling services to SWA.
- Oversees maintenance and administration of the Fuel Operations Audit Database (FOAD), the computer database of fuel contractors, audit findings and corrective action responses.
- Keeps apprised of the latest FAA, ATA, ASTM, NFPA, API, EI, and environmental regulations, standards, or requirements with respect to aviation fueling

- Able to comprehend and keep abreast of information pertinent to the job such as environmental laws, fuel specifications
- Ability to write clear and concise specifications, procedures and comprehensive audit reports
- Must work well under pressure, be detail oriented, meet deadlines and exhibit excellent organizational and research skills

- Ability and willingness to respond to and resolve fuel operational / emergency problems at any time
- Must possess sound analytical skills, as well as decision making capabilities

Education
- Required : High School Diploma or GED
- College degree or equivalent technical experience / background required
Experience
- Demonstrated experience in directly or indirectly leading team(s)
- Fully functioning, broad knowledge in : Aviation fuels and jet fuel quality assurance / controlAircraft refueling procedures, practices, and precautionsFAA regulations and guidelines related to commercial aviation fueling and fuel quality controlKnowledge of fuel metering, pumping, filtering, storage, handling and safety systemsFamiliarity with ATA, JIG, EI, ASTM, DoD, NATA, NFPA and environmental regulations / requirements / standards is required.
- Highly developed understanding of aviation fuel industry regulations, standards, and best practices
- Previous working experience in the aviation industry with direct working knowledge of into-plane (aircraft) fueling and tank farm management

- Ability to perform work duties from limited space work station / desk / office area for extended periods of time
- Ability to communicate and interact with others in the English language to meet the demands of the job
- Ability to use a computer and other office productivity tools with sufficient speed and accuracy to meet the demands of the job
- Must be able to perform job functions within a limited space and in hazardous areas. Must be able to climb, bend, kneel, crawl and stoop repeatedly to conduct fuel quality and / or fuel system audits.
Must lift weight of up to 100 pounds. Must be alert to moving vehicles or aircraft.

- Must maintain a well-groomed appearance per Company appearance standards as described in established guidelines
- Must be a U.S. citizen or have authorization to work in the United States as defined by the Immigration Reform Act of 1986
- Must be at least 18 years of age
- Must be able to comply with Company attendance standards as described in established guidelines
- 25% travel required with possible weekends / overnight stay
Pay & Benefits :
Competitive market salary from $130,750per year to $145,300per year* depending on qualifications and experience. For eligible Leadership and individual contributor roles, additional bonus opportunities are available and awarded at the discretion of the company.
