Project Overview:
SFI is supporting the Geography Division of the U.S. Census Bureau. We are looking a candidate to join our support team to provide geospatial metadata expertise.
Metadata is information about data. Similar to a library catalog record, metadata records document the who, what, when, where, how, and why of a data resource. Geospatial metadata describes maps, Geographic Information Systems (GIS) files, imagery, and other location-based data resources. The Federal Geographic Data Committee (FGDC) is tasked by Executive Order 12906 to enable access to National Spatial Data Infrastructure (NSDI) resources and by OMB Circular A-16 and the A-16 Supplemental Guidance to support the creation, management, and maintenance of the metadata required to fuel data discovery and access.
Candidate will provide research and support to lead, define, develop, and document current metadata creation processes in the for Geospatial products with specific skill requirements and tasks/potential deliverables detailed below. Identify potential improvements and provide assessments and recommendations for current metadata processes, including automation of required metadata deliverables, quality control/quality assessments, and conformance, with particular emphasis on geospatial metadata.
Primary Responsibilities:
- Provide assessments and recommendations, as well as documentation of current internal Census Bureau metadata production processes.
- Provide assessment and recommendation of moving to alternate metadata standards.
- Provide assessment and recommendation on the utilization of data creation conformance and QC tools, for example United States Geological Survey’s (USGS) Metadata Editor suite (MDEditor) and National Oceanographic and Atmospheric Administration’s (NOAA) Collection Metadata Editing Tool (CoMET).
- Develop complete formal documentation for these assessments and recommendations.
- Assist with implementation and programming of these assessments and recommendations.
- Lead and participate in regular meetings and provide formalized meeting notes.
- Provide formalized regular progress reports and task assessments.
- Develop metadata subject matter expertise and provide regular opportunities for knowledge transfer to GEO/DITD staff and other contractors.
- Provide guidance and recommendation for the creation of control system for the status and tracking of metadata
Required Skills & Qualifications
- Expertise with metadata concepts and implementation, particularly geospatial metadata.
- Expertise with ISO metadata standards.
- Formalized documentation development.
- Strong programming skills, particularly Python.
- Strong knowledge of eXtensible Markup Language (XML).
- Proficiency with Structured Query Language (SQL).
- Knowledge of JavaScript Object Notation (JSON).
- Experience with Oracle.
- Experience with Data.gov and GeoPlatform.gov data clearinghouses.
- Familiarity with metadata development and editing software such as Oxygen and Saxon.
Education/Experience: Bachelors Degree in related field.

- In order to meet the clearance requirements for this opportunity, candidates must be authorized to work in the United States.
- Ability to pass a US Public Trust background investigation for access to the client site and computing systems. You must have lived in the US for the past three (3) years.
