Construction Manager

Spencer Construction is looking for an experienced Heavy Civil  Construction Manager. To be a successful Construction Manager, you must possess leadership skills and the skills necessary for the projects you are overseeing. Construction Manager responsibilities are to plan construction projects and oversee their progress along the way in a timely and cost-effective manner. You will be responsible for the overall budgeting, organization, implementation and scheduling of the projects; working through your Project Managers/ Project Engineers.
 
This role requires excellent communication skills, as you’ll collaborate with various people, such as General Contractors, Sub Contractors, engineers, and project owners. In order to succeed, it’s important to know how to implement quality, health, and safety standards onsite.  
 
Managing Responsibilities
  • Responsible for managing, organizing, and coordination of all projects company wide.
  • Responsible for building/hiring project management teams.
  • Responsible and accountable for all Project Engineers and Project Managers.
  • Will be responsible for and manage employee reviews for management staff.
  • Will work with HR for disciplinary/rewards systems for individual management personnel.
  • Will manage and oversee all project agreements/contracts/subcontracts.
  • Will manage and maintain project deadlines/schedules.
REPORTING RELATIONSHIPS 
  • Will directly report to the VP of Construction.
  • Will manage and lead Project Managers/ Engineers and other project professionals.
  • Will work side by side with Superintendents and other company leadership to maintain a harmonious balance of safe, productive, and top-quality construction.
 
 
Key Responsibilities
  • Managing project leaders such as Project Managers, Project Engineers, and other project professionals.
  • Ensure safety standards per company Best Practices and OSHA standards are implemented at job-sites and that on-site leadership is enforcing it. 
  • Creating scheduling for projects & tasks. 
  • Uphold high customer service standards through personal leadership and managed employees.
  • Promote the company image through exercising sound and ethical business practices as they relate to customers, suppliers, employees and the public.
  • Follow & promote all guidelines, policies and procedures established by the company.
  • Ensure compliance with all federal, state, local, health & safety laws & ordinances including but not limited to OSHA, ARMY CORP, CAL OSHA, and the DOT.
  • Oversee and direct construction projects from conception to completion
  • Review the project in-depth to schedule deliverables and estimate costs
  • Oversee all onsite and offsite constructions to monitor compliance with building and safety regulations
  • Coordinate and direct construction workers and subcontractors
  • Select tools, materials and equipment and track inventory
  • Meet contractual conditions of performance
  • Review the work progress on daily, weekly, and monthly basis
  • Prepare internal and external reports pertaining to job status
  • Plan ahead to prevent problems and resolve any emerging ones
  • Negotiate terms of agreements, draft contracts and obtain permits and licenses
  • Analyze, manage and mitigate risks
  • Ensure quality construction standards and the use of proper construction techniques

  • Proficient in scheduling and training with a good knowledge of the company policies and personnel capabilities
  • Customer service, delivery schedules and satisfaction are maintained at a consistently high level
  • Field crew morale, productivity, cooperation, and teamwork are maintained at high levels
  • Show good judgment in reporting and solving problems timely
  • Preserve company confidentiality and reputation
  • Perform employee evaluations timely according to the company schedule and follow the company policies and procedures
  • Maintain a positive attitude and cooperative working relationship with all employees
  • Perform all duties in an independent and expeditious manner with minimal supervision and demonstrate good planning skills
  • Consistently display the ability to recognize and manage priorities
  • Show initiative in taking on additional duties and responsibilities as schedule allows

PHYSICAL DEMANDS AND WORK ENVIRONMENT

 
This position operates at professional construction sites, requiring the ability to communicate with verbally others on site, in person and over the telephone, ability to read printed materials, signs and directions, stamina to maintain attention despite interruptions, ability to lift, push, pull, carry, handle or feel objects, supplies, tools, machinery and/or controls weighing up to 50 pounds and reach with hands and arms; climb stairs and/or ladders; balance, bend, stoop, kneel, crouch, crawl, lift overhead, traverse around or otherwise position one's self around the required work and safety requirements to navigating and perform activities on various construction sites in a safe manner.
 
Will be required to work on project sites and operate vehicles, trailers, machinery, equipment and other tools within local, state and federal safety guidelines.
 
This position operates in a professional field environment. The position requires working outside, frequently for long periods of time in all weather, including extreme hot and cold temperatures. While working, the employee might be exposed to various chemicals, vapors, or pollutants.

 
Requirements
  • At least 3 years' experience as a Heavy Civil Construction Manager
  • Must have reliable transportation.
  • Must be able to lift 25-50 lbs.
  • Must pass a pre-employment drug test
  • Must pass a background check
  • Must be able to work in extreme weather conditions
  • Must be a safety conscious individual
  • Be able to stoop, kneel, and crouch
  • See and hear well (either naturally or with correction)
  • Proven working experience in construction management
  • Advanced knowledge of construction management processes, means and methods
  • Expert knowledge of building products, construction details and relevant rules, regulations and quality standards
  • Understanding of all facets of the construction process
  • Familiarity with construction management software packages
  • Ability to plan and see the “big picture”
  • Competent in conflict and crisis management
  • Leadership and management skills
  • Excellent time and project management skills
  • BS degree in construction management, architecture, engineering or related field or equivalent work experience
 
 
Preferred Skills and Abilities:
  • 5 or more years' experience as a Heavy Civil Construction Manager
