Overall Function:

Develops and directs the agency-wide intervention and case management services and associated policies and procedures to ensure the overall program consistency and quality of service.

Essential Functions:

• Develops and maintains program procedures for the supervision of intervention and case management staff and the interpretation of agency policies.
• Develops program policies as needed to meet licensing, program monitoring, county, state and funding requirements.
• Leads the case management and intervention services supervisory and lead staff in continued service development and advancement of program services.
• Provides in-service training, as needed, for all levels of intervention and case management staff through staff meetings to develop effective techniques to ensure delivery and quality of services.
• Facilitates ongoing administrative and supervisory skill development of the intervention services management team so the management team can effectively guide, manage, and develop the staff they supervise.
• In conjunction with the other case management and intervention services management team, leads the continued development and advancement of case management and other intervention services development.
• Works in partnership with the Westmoreland Drug and Alcohol Commission for both program and service system development and accountability of the Case Management system.
• Develops and maintains county, state and internal and external agency relationships, for services, as needed.
• Responsible for the appropriate release of case related correspondence, and the timely preparation and submission of all required program reports, records, and documentation, in accordance with regulatory standards and program policy.
• Coordinates program outreach and public relations activities and provides community education and technical assistance to other social service providers and health care institutions as needed.
• Participates as a member of the agency’s strategic Planning Committee.
• Other duties as required.

Qualifications

• Master’s or bachelor’s degree in social work, Psychology, counseling, or related social services field with a minimum of five years progressive experience in human services; two years of which must be supervisory experience.
• Demonstrated knowledge of governmental program regulations and policies, and other social services providers available to eligible clients.
• Demonstrated knowledge of D&A Case Management and CRS program regulations and policies and DUI system Program knowledge and active CRN certification and experience.
• Demonstrated ability or willingness to obtain the designated credential of Certified Addiction Counselor.
• Demonstrated ability to obtain vital information during a personal interview to make proper recommendations.
• Demonstrated ability to establish and maintain effective working relationships with internal staff, providers, and other social service agencies.
• Must successfully obtain Criminal History Clearance from the Pennsylvania State Police and Child Abuse Clearance from the Pennsylvania Department of Human Services, and FBI Fingerprint Clearances.
• Must not be excluded from participation in Medicare, Medicaid, or any other federal health care program.
