SALARY LEVEL: $25.00 - $35.00/PER HOUR (DOQ, DOE)

The Property-Purchasing Manager is to plan, organize, develop implement and manage the procurement, personal property, tribal insurance programs for the Spokane Tribe of Indians. The manager is responsible for development, implementation and updating procurement processes for the Spokane Tribe of Indians and according to related OMB Circulars, PL93-638 contracts, awarded grants and awards as needed. The director will supervise all property/procurement staff and assist in preparation of annual audits.
MAJOR DUTIES AND RESPONSIBILITIES:
The purchasing property, manager is an exempt employee responsible for procuring goods or services for the benefit of the Spokane Tribe of Indians. The manager compiles and maintains all data and information regarding procurements, monitors and coordinates the day-to-day activities of staff; and, develops and implements an updated procurement process. Also included in the duties are:
Monitor and revise as needed current standard operating procedures
Approval of non-formal and formal bid forms
Develop, process, and complete advertisement for bids, proposals, or quotes for services or goods as requested according to all applicable federal, state, tribal or funding agency rules and regulations.
Supervise purchasing and property staff
Monitor, maintain, manage all necessary documents as required for all tribal, grant, and contract procurements and coordinate day-to-day needs of property management system
Prepare, monitor, and develop departmental budgets
Monitor Capital Equipment, Non-Capital Equipment and Contractual Fees General Ledger for misclassifications and communicate those to Compliance Officer
Supervise preparation of Capital asset worksheet and Disposal worksheet for each year
Coordinate and conduct annual physical inventories as required by tribal, federal, grant and contract requirements
Prepare needed or requested reports for audit purposes
Input Capital Equipment to Sage/Abila software Fixed Asset system
Maintain and process municipal lease documents through tribal process and leasing company
Maintain a listing of leased vehicles/properties and timely invoice tribal programs as necessary
Administer the Tribes insurance program
Maintenance of cell phone lines
Develop cell phone policy
Other Duties as assigned
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Knowledge required for the Property-Purchasing Manager is to understand and comply with all tribal, federal, state, city, county, contract, and grant regulations.
Also included:
Be knowledgeable and have experience in government grants and contracts
Understand procurement regulations as they pertain to federal, state, or private contracts or grants
Understand property management as it pertains to federal, state, or private contracts or grants
Understand and maintain the fixed asset software systems that integrate with tribal accounting software
Have some knowledge with accounting concepts as it relates to integration of property into a fixed asset system
Have knowledge with procurement functions as it relates to accounting
Understanding of differences between procurement regulations from multiple funding sources. (i.e. OMB Circulars and their requirements, PL93-638 regulations, and other contract and grant regulations)
Must have ability to operate computer software such as word, excel, Microsoft outlook
Negotiation techniques when allowed or needed
Understanding of governmental or business insurance needs or requirements
Basic math skills
Knowledge of word and excel programs
Must demonstrate the ability to express ideas clearly and concisely in written and oral form
Must be able to keep strict confidential information
Must be able to compute moderate mathematical functions
Must have excellent interpersonal and negotiation skills
MINIMUM REQUIREMENTS:
A BACHELORS Degree in Business Management with completion of basic college level accounting courses, OR Associate of Arts Degree with completion of basic college level accounting courses and 2 years of tribal management experience including a minimum of 1 year supervision, OR 5 years of finance management experience including a minimum of 2 years supervision.
A valid drivers’ license and good driving record are required.
Must be bondable.
PREFERRED REQUISITES:
Certifications in procurement management
Multiple years of experience in Governmental Purchasing and Property Management
Understanding of Federal Regulations related to purchasing and property management functions
Prior supervisory experience
