Job Description
Working under the direction of the Engineering Director, this position is responsible for a variety of technical civil engineering work assigned to the Engineering Division of Springdale Water Utilities, hereinafter referred to as the Utility. Work assignments include drafting, estimating, design as well as record keeping, filing, public relations relating to the installation of public water and sewer facilities. Engineering technicians are responsible for ensuring appropriate health and safety measure are established and executed in their work assignments.
This position is full time at 40 hours per week; however, it may include work outside normal business hours.
Knowledge, Skills & Abilities To Meet Job Requirements
- Demonstrate the ability to use GIS systems, AutoCAD or other CAD systems to prepare plans and maps
- Familiarization with word processing, spread sheet, and data base software
- Ability to work with contractors, plumbers, and general public related to interpreting plans and maps
- Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include limited field duties
- Possess the ability to read and comprehend piping schematics, engineering plans/specifications, and other engineering documents
- Capable of communicating clearly and concisely, both orally and in writing
- Demonstrate the ability to work safely and efficiently
- Demonstrate the ability to establish and maintain an effective working relationship with fellow employees. Work well with the public, supervisors, and co-workers

Responsibilities
- Performs basic manual and computer-aided drafting, routine calculations, field measurement and cost estimating for civil engineering projects
- Draws, revises, and maintains the utilities’ mapping system
- Prepares legal description, easements, and easement maps
- Prepares charts, tables, and illustrations
- Prepares permits necessary for street cuts, highway crossings, and others as necessary
- Prepares engineering construction drawings with material lists and specifications for use in bidding and construction. Prepares drawings, illustrations, and specifications for projects from preliminary design to final construction stage
- Assures that all presentation material available for Utility and public use is professionally complete and factual
- Works with and assists construction crews and crew leaders in interpretation of engineering designs and specifications
- Provides technical information from departmental records to other departments and to the public
- Perform other duties as assigned by supervisors
Education & Training
High school diploma or equivalent required. Advanced training or experience in computer aided drafting, personal computers and software is highly desirable.
Must posses and maintain a valid Arkansas Driver’s License and be insurable by the carrier providing automotive insurance coverage to the Springdale Water and Sewer Commission.

Sitting for extended periods of time with fine manipulation skills and dexterity of hands and fingers required to operate computer keyboard and other office equipment; reaching overhead, above the shoulders and horizontally, bending at the waist and kneeling or crouching to retrieve files from cabinets and shelves; hearing and speaking to exchange information in person or on the telephone and seeing to read various documents related to assigned activities. Vision abilities required by this job include close vision and the ability to adjust focus. Some field work is required requiring the ability to drive to field sites; walking around construction sites and undeveloped field sites and speaking/hearing to exchange information. Field conditions may include climbing into and out of excavation sites and trenches; driving stakes, and occasionally lifting up to 50 pounds. There is some exposure to noise, fumes, dust, chemicals, traffic, confined spaces, and odors as well as to poor ventilation, slippery work surfaces, and the hazards related to conditions at work zones with dangerous machinery and equipment.
